SKILLED SERVICE BARGAINING UNIT: A OVERTIME ELIGIBLE NCP

NATURE OF WORK

A Skilled Trades Specialist II is a level of skilled trades work (plumbing, carpentry, electrical, HVAC, locksmith, masonry, painting, or welding work). Employees in this classification do not supervise.

Employees in this classification receive general supervision from a higher-level Maintenance Chief, Maintenance Supervisor or administrator.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

Positions in the Skilled Trades Specialist classification series are differentiated based on the years of experience performing skilled trades work. The Skilled Trades Specialist I requires two years of experience performing skilled trades work. The Skilled Trades Specialist II requires three years of experience performing skilled trades work. The Skilled Trades Specialist III requires four years of experience performing skilled trades work. The Skilled Trades Specialist IV requires five years of experience performing skilled trades work.

EXAMPLES OF WORK

Installs, repairs, and maintains plumbing systems, including water, heating, air conditioning, sewer, and drainage systems, which involves working with pipes, fittings, pumps, valves, and various fixtures such as water closets and heat coils;

Installs, repairs, and maintains appliances like sinks, water heaters, washing machines, and dishwashers, which involves making plumbing repairs, ensuring proper functioning, and troubleshooting issues;

Reviews blueprints, schematics, and plans to determine the layout of plumbing systems and ensure compliance with codes and specifications and updates documents to reflect modifications and plans the layout of plumbing systems accordingly;

Constructs and installs a variety of fine furniture and trim work including sash and door trims, cabinets, desks, and partitions and performs precision cutting, fitting, finishing, and repairs on furniture and fixtures;

Examines blueprints and specifications, matches wood for color and texture, and plans cutting operations accordingly;

Operates power equipment to cut or shape parts, trims components for perfect fit, assembles units, estimates project requirements, and applies finishing materials;

Interprets electrical theories and codes to address specific problems, making recommendations to resolve technical issues for agency personnel;

Performs maintenance and repair on various electrical equipment and fixtures, including power distribution equipment, motors, generators, switches, and control devices, ensuring compliance with safety regulations and conducting routine preventive maintenance;

Plans and executes new electrical installations according to blueprints and local codes, participates in inspections, and reviews wiring diagrams to ensure compliance with regulations. Additionally, estimates project requirements, completes work orders, and documents work performed;

Repairs, installs, and maintains locks and associated hardware, cuts keys, estimates job requirements, codes keying, and provides hardware advice;

Applies plaster to walls and ceilings, repairs damaged surfaces, and performs concrete work on various structures;

Estimates material quantity, time, and cost requirements for projects and requisitions necessary materials and equipment;

Prepares interior and exterior surfaces for painting by repairing with caulk, plaster, and spackling compound, cleans surfaces, and erects scaffolds. Applies various types of paints, coatings, and finishes using appropriate tools and techniques, ensuring quality results;

Performs welding operations using various welding techniques such as MIG, TIG, and stick welding to join metal components according to specifications. Maintains welding equipment and performs routine inspections to ensure proper functioning;

Interprets blueprints and welding symbols to determine welding requirements and procedures. Ensures weld quality by inspecting welded joints for defects and making necessary adjustments to welding parameters;

Operates central air conditioning plants and equipment, conducts safety inspections of boilers, and provides oversight to the cleaning, repair, and maintenance of furnaces and boilers;

Coordinates technical maintenance activities and provides on-the-job training while ensuring adherence to safety and regulatory standards;

Organizes and schedules technical maintenance tasks, compares job costs with estimates, and prepares operating efficiency reports;

Prepares specifications for equipment and supplies, inspects received items for compliance, and ensures shop and work areas adhere to safety and security regulations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of plumbing trade tools, materials, methods, domestic water and waste disposal system requirements, and adherence to State, federal, and local plumbing codes and regulations;

Knowledge of carpentry techniques, trim work, wood staining, finishing methods, and comprehensive knowledge of wood qualities and characteristics;

Knowledge of electricity theories and principles, including methods, materials, techniques, and safety precautions for installing, repairing, testing, and maintaining complex electrical equipment and systems.

Knowledge of applicable National and State electrical codes, regulations, and standards, as well as the safe operation of testing equipment;

Knowledge of expert techniques for repairing and installing keys and locks, as well as comprehensive understanding of the operation, maintenance, and repair of hardware and locking systems utilized on doors, casings, and various equipment types;

Knowledge of plastering methods, including proficiency in utilizing related tools. Thorough knowledge of brick and block construction and repair techniques, as well as expertise in mortar mixes and concrete work methods;

Knowledge of surface preparation methods, application techniques for paint and coatings, and knowledge of paint, varnish, shellac, and filler characteristics as well as the impact of weather conditions on various surfaces and awareness of safety precautions and hazards related to interior and exterior painting;

Knowledge of welding techniques, metal properties, and safety protocols;

Knowledge of high-pressure boiler operation, safety precautions, maintenance procedures, practical application of electronics, hydraulics, and mechanics in building maintenance, principles of supervision in maintenance trades, and inventory management practices;

Skill in the use of plumbing tools, materials and methods;

Skill in the performance of precise measuring, cutting and installing materials;

Skill in performing complex and routine preventive maintenance on electrical systems, equipment, and machinery;

Skill in the safe use and maintenance of manual and power tools and testing equipment and interpreting and applying electrical theories, principles, codes, and reviewing blueprints, wiring diagrams, and schematics;

Skill in the use of small hand or power tools, such as brushes, rollers, sprayers, sandblasters and burners;

Skill in various welding techniques, metal fabrication, and ensuring safety standards while adhering to project specifications;

Skill in operating, evaluating, and adjusting boilers for safety and efficiency, maintaining fuel consumption records, operating and maintaining central air conditioning equipment, caring for building equipment and supplies, training employees in maintenance tasks, interpreting blueprints and schematics, and using hand and power tools effectively;

Ability to install, repair, and maintain sanitary plumbing systems, fixtures, pipes, and appliances and interpret drawings and specifications and providing clear instructions for tasks;

Ability to read, interpret, and work from plans, blueprints, and specifications as well as estimate material costs and supplies, and in matching wood for color, grain, or texture;

Ability to perform basic arithmetic computations, comprehend and follow instructions, prepare sketches, diagrams, and specifications, and maintain work orders and logs.

Ability to estimate project requirements, communicate effectively, and direct lower-level workers;

Ability to install, repair, maintain, and replace keys, locking systems, door closures, locking devices, and locks as well as pinning lock tumblers for keying systems, using hand tools, key cutting machines, and general purpose tools;

Ability to follow directions, respond to emergencies, maintain accurate records, and cooperate with colleagues and the public;

Ability to perform structurally sound and visually appealing plastering and simple masonry tasks as well as prepare reports, requisition supplies, and effectively following instructions;

Ability to schedule and organize work tasks, estimate project costs and timelines, and safely erect, climb, and work on scaffolds, rigging, and ladders;

Ability to execute precise welds, interpret technical drawings, and adhere to safety protocols in diverse welding environments;

Ability to establish effective communication with staff and higher-level administrators.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency
certificate.

Experience: Three years of experience performing skilled trade work in plumbing, carpentry, electrical, HVAC, locksmith, masonry, painting, or welding work.

Note:

1. Candidates may substitute additional years of experience for the required education on a year-for-year basis.

2. Candidates may substitute U.S. Armed Forces military experience at a rank of Corporal/Petty Officer or higher, as a non-commissioned officer in utilities classifications or mechanical maintenance management specialty codes in utility systems repair, on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification who perform electrical work and are assigned to facilities that mandate licensed electricians must possess a current license as a Master Electrician or other appropriate electrician license from a local board or from the Maryland State Board of Master Electricians, 500 N. Calvert Street, Baltimore, Maryland 21202-3651.

3. Employees in this classification who perform work as a plumber must possess a Maryland Journeyman/Gas Fitter License.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A- Labor and Trades classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
