MANAGEMENT SERVICE BARGAINING UNIT: M
A Maryland Department of Health (MDH) Chief Executive Officer II is a Management Service position that functions as the sole Chief Executive Officer for a medium to large size MDH inpatient facility. This position has responsibility to formulate and implement policies, guidelines, and procedures for the facility; and supervises all assigned personnel within the facility. A medium to large facility has more than 500 employees and more than 200 beds.
Directs and coordinates all activities of a MDH in-patient facility, which are unique to the agency and its mission;
Establishes overall policies and procedures for the facility(ies), oversees implementation and approves revisions;
Establishes and evaluates program goals, standards and controls to meet program objectives;
Oversees and manages the personnel and financial resources of the program(s);
Recommends, develops, implements and updates strategic long-and short-range plans to support the philosophy and goals of the facility and MDH;
Develops and improves management techniques and practices;
Ensures clinic compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies;
Develops short and long-range plans for program operations and resources;
Determines organizational structure and staffing needs of the program(s);
Oversees development and training of program staff;
Plans, coordinates, supervises and evaluates the work of subordinate supervisors;
Maintains professional affiliations and enhances professional development to keep current in the latest health care trends and developments;
Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
