As the COO I the position is responsible for:
Directs and coordinates all administrative activities of a MDH in-patient facility, which are unique to the agency and its mission;
Establishes overall administrative policies and procedures for the facility(ies), oversees implementation and approves revisions;
Establishes and evaluates administrative program goals, standards and controls to meet program objectives;
Oversees and manages the personnel and financial resources of the program(s);
Recommends, develops, implements and updates strategic long-and short-range plans to support the philosophy and goals of the facility and MDH;
Develops and improves management techniques and practices;
Develops short and long-range plans for program operations and resources;
Determines organizational structure and staffing needs of the program(s);
Oversees development and training of program staff;
Plans, coordinates, supervises and evaluates the work of subordinate supervisors;
Maintains professional affiliations and enhances professional development to keep current in the latest health care trends and developments;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.

As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.
