NATURE OF WORK

This is work at the supervisory level in teletypewriter communication operations. An employee in this class supervises other teletypewriter operators as well as operates teletypewriters and other communication equipment. The work involves responsibility for the keeping of accurate records, submission of shift activity reports, training of new operators and assignment of work priorities. Decisions are made on what messages take priority in answering and what persons or agencies are entitled to receive information from the Department files. The persons appointed to this position must be willing and available for duty on around-the-clock shifts and in emergencies. The person appointed to this position may be required to be present for duty on Saturday, Sunday and holidays.

Supervision is received from a communications section supervisor or other designated person.

An employee in this class normally supervises a large group of teletypewriter operators on an assigned shift, or may supervise the activities of a small group of teletypewriter operators on several shifts.

EXAMPLES OF WORK

Receives and transmits communications via teletypewriter;

Operates radio, telephone switchboard, and computer terminals;

Supervises the personnel and work production pertaining to all incoming and outgoing communications handled on an assigned shift;

Maintains records of all communications handled by shift personnel;

Submits daily, weekly and monthly reports of shift activities;

Assigns work priority to shift personnel;

Trains new personnel and other workers on work techniques and/or changes in procedures;

Acts as liaison between shift personnel and a higher level supervisor on all phases of work and/or personnel problems;

Compiles and submits statistical information on shift activities;

Performs other necessary duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of teletypewriter equipment and operational procedures; of two-way radio communication procedures; and of computer terminal operation; Ability to type accurately from copy at a minimum of 20 words per minute; to maintain records of some complexity and to prepare reports and tabulations from these records; to make decisions in accordance with established precedents, laws, rules and regulations; to understand and follow complex instructions; to establish and maintain satisfactory working relationships with other employees.

MINIMUM QUALIFICATIONS

Experience: Two years of satisfactory full-time paid employment in the Maryland State Service as a teletypewriter operator.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administrative classifications or in Administrative, Clerical, or Office Services specialty codes in the clerical support field of work on a year-for-year basis for the required experience.
