An Industrial Hygienist Supervisor is the supervisory level of work in the recognition, evaluation and control of occupational hazards affecting employees and of environmental factors affecting the general public.  Employees in this classification supervise lower-level Industrial Hygienists.

Employees in this classification receive general supervision from an Industrial Hygienist Manager or other administrative official.  The work requires travel to work sites where working conditions may be noisy, dirty or uncomfortable.  The work may require lifting and carrying specialized instruments and the use of protective clothing and equipment.  Employees in this class may be required to work evening and weekends.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Industrial Hygienist Supervisor is differentiated from the Industrial Hygienist Lead in that the Industrial Hygienist Supervisor has supervisory responsibility for lower-level Industrial Hygienists while the Industrial Hygienist, Lead assigns, reviews and approves the work of and trains lower-level Industrial Hygienists.

Supervises lower-level Industrial Hygienists in matters such as sampling strategy, applicability and interpretation of standards, policies and procedures;

Assigns, reviews and evaluates occupational/environmental health studies and workplace inspection reports;

Oversees complex inspections on-site and conducts periodic field surveys of inspections;

Ensures that staff Industrial Hygienists are consistent in evaluating hazards and in applying regulations;

Provides on-job-job training; Assists in developing and presenting evidence in legal enforcement proceedings;

Responds to requests for information about occupational/environmental safety and health;

May receive, evaluate, and priorities requests for industrial hygiene consultations;

May specialize in a specific area of occupational/environmental health hazards;

May provide guidance and training to employers and employees in private businesses or public agencies about hazards in the workplace, asbestos abatement, reducing lead exposures, and similar occupational/environmental health concerns;

May assist in preparing grant proposals to secure funding and administer the same;

May assist in preparing legislative proposals and the fiscal documentation for these proposals;

May assist in preparing regulations;

May assist in ensuring that staff receive proper training and development;

May assist in analyzing trends in occupational/environmental safety and health, advising higher level administrator, and developing necessary changes in policies or procedures;

May assist in identifying the needs of the industrial hygiene program and allocating staff and equipment to meet those needs;

May assist in managing expenditures to stay within the program’s budget;

May assist in assigning, reviewing and evaluating occupational/environmental health studies and workplace inspection reports;

May meet with representatives of labor and management, public and private organizations, and other governmental agencies concerning the goals, policies, and procedures of the occupational/environmental health programs;

May participate in identifying primary target industries for development of specific methods of recognizing and controlling occupational/environmental health hazards in such industries;

May present material to interested groups or organizations;

Performs other related duties.

Knowledge of the principles of organic chemistry, biology, physics and mathematics;

Knowledge of State and federal health and safety standards and voluntary consensus standards relating to occupational safety and health and indoor air quality;

Ability to supervise and evaluate the work of the lower-level Industrial Hygienists;

Ability to participate in and oversee the most complex inspections of the largest industries in the State;

Ability to interpret technical and legal standards for exposures to hazards and recognize violations of those standards;

Ability to provide guidance and training to employers and employees in private businesses or public agencies;

Ability to communicate technical and complex concepts;

Ability to apply basic statistical techniques in the analysis of data;

Ability to draw conclusions based on information from several sources and make recommendations for further actions;

Ability to prepare technical reports and analyses;

Ability to develop and present evidence in legal enforcement proceedings;

Experience: Nine years of experience in the recognition, evaluation and control of occupational hazards and of environmental factors affecting employee health.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in industrial hygiene, engineering, physical science or life science including 12 credit hours in chemistry (to include organic chemistry), and 18 additional credit hours in any combination of: chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology or industrial hygiene and five years of experience in the recognition, evaluation and control of occupational hazards and of environmental factors affecting employee health for the required experience.

2. Candidates may substitute the possession of a Master’s degree in industrial hygiene from an accredited college or university for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in environmental/ occupational health specialist classification or environmental/ occupational health specialty codes in the environmental/ occupational health field of work on a year-for-year basis for the required experience.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
