NATURE OF WORK

This is administrative and specialized staff work in the field of supervisory and management training and development within the Department of Budget and Management or a major secretariat.

Employees in this classification are responsible for the planning, developing, and implementing of a full range of supervisory and management development activities designing related curricula and instructional materials, for conducting both general and specialized supervisory and management development courses, and for analyzing management training needs and organizational problems of State agencies and consulting with them on possible solutions. The employee in this classification will have considerable latitude for independent action. The employee provides leadership in supervision for subordinate specialists and instructors. The work of this class requires that the employee be imaginative and innovative in producing sound recommendations and solutions to both administrative and training problems. The employee works closely with their supervisors in determining projects to be undertaken. This further involves participation in the formulation of divisional policies and the maintenance of a logical and thoroughly integrated approach. The employee has frequent contact with public officials at all levels and senior representatives of private organizations and educational institutions.

An employee in this class receives general direction from the director of the Division of Employee Development in the Department of Budget and Management or chief of staff development in a major secretariat. Work effectiveness is evaluated in terms of the timeliness, quality, and completeness of assigned projects and the achievement of program goals. The employee exercises general supervision over assigned clerical personnel.

EXAMPLES OF WORK

Consults with agency officials to determine employee training and development objectives and needs;

Plans, develops, and implements instructional programs in supervisory and management training areas;

Designs curricula and prepares programmed instructional guides for courses taught in the training center;

Develops and implements specialized courses in such areas as equal employment opportunity, grievance handling, and personnel administration;

Develops training skills, methods, and techniques in agency instructional staff members;

Conducts training courses in supervisory and management theory and practices;

Negotiates with external education institutions, private training contractors, and public agencies to obtain relevant training programs, to arrange for academic courses, and to develop new training formats;

Directs the operations of the training center in the Director’s absence.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of the objectives of staff development and training, its role in public administration and its relationship to the personnel function; of the methods of identifying staff development and training needs; of the techniques of group leadership and of standard training methods, techniques and resources available for use in staff development; of the techniques of functional job analysis; of the theory of employee motivation and behavior, of the principles and practices of public administration; of management and supervisory theory and skills; of organizational development theory and practices; of the recent developments, current literature, and sources of information in management development; of organizational structures; staffing patterns, and administrative controls.

Ability to identify training needs within the supervisory and management areas; to develop related curricula and instructional materials; to conduct training courses utilizing a variety of techniques including lecture, group discussion, playing, simulation, dramatization, and demonstration; to evaluate the results of training programs, to analyze complex organizational development problems and to suggest intervention techniques not limited to training; to supervise, monitor, and evaluate both State and contractual instructors working in the training center; to establish and maintain harmonious working relationships with other administrative officials, representatives of educational institutions, and private contractors; to install administrative procedures and to evaluate their effectiveness; to present recommendations; to exercise judgment and discretion in applying and interpreting departmental policies.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from and accredited four-year college or university.

Experience: Five years of employment in employee development and training work, two years of which must have involved instruction and curriculum development in management and supervisory training programs.

Note: 

1. Applicants may substitute education at the graduate level in business administration, public administration, education, or psychology at an accredited college or university at the rate of 30 semester credit hours for each year of the general experience required above, for up to three years of the general experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Leadership/Management Training Program Officer  classifications or Education and Training, Education Officer, or Training specialty codes in the program development field of work on a year-for-year basis for the required experience and education.
