A Forestry Manager I is one of four managerial levels of work in the field of forestry management and protection. Employees in this classification serve as Assistant Regional Forester or as a Regional Staff Forester assigned to the Chesapeake Bay Critical Areas Program. Employees in this classification provide technical direction and guidance to lower-level Foresters and paraprofessional employees.
Employees in this classification receive general supervision from higher-level Forestry Managers, Program Managers or the State Forester.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
As Assistant Regional Forester:
Provides training and field supervision to professional Foresters in methods and techniques employed in forest land management, and to paraprofessional employees in forest protection activities, roadside and shade tree care;
Assists in preparing plans and directing all forest service activity in a region, including reforestration of public and private lands, forest protection, and the roadside tree program;
Acts for the Regional Forester during absences; Assists in preparing and administering the regional budget or Critical Area budget;
Directs specialized regional surveys;
Represents the Forest Service in local, public and private hearings and meetings to promote and protect the goals and objectives of the service;
Assists in personnel selection, evaluation, discipline and training;
Prepares environmental impact assessments;
Prepares technical reports and recommends action to be taken;
Conducts inspections to insure proper maintenance of facilities and determine progress of construction projects;
May coordinate regional effort in Statewide surveys;
May travel between different forest regions;
Performs other related duties.
As Critical Areas Forester:
Performs as a Regional Staff Forester assigned to the Chesapeake Bay Critical Area Program;
Manages the requirements of the Chesapeake Bay Critical Areas Program, as an assignment to a specific county or geographic area;
Develops management plans, makes public presentations, and monitors adherence to program requirements;
Contacts landowners in Chesapeake Bay Critical Area to provide program information and explain requirements;
Assists in preparing and administering the regional budget or Critical Area budget;
Directs specialized regional surveys;
Represents the Forest Service in local, public and private hearings and meetings to promote and protect the goals and objectives of the service;
Assists in personnel selection, evaluation, discipline and training;
Prepares environmental impact assessments;
Prepares technical reports and recommends action to be taken;
Conducts inspections to insure proper maintenance of facilities and determine progress of construction projects;
May coordinate regional effort in Statewide surveys;
May travel between different forest regions;
Performs other related duties.
Knowledge of forestry management and conservation techniques;
Knowledge of the sciences of botany, silvics, dendrology, forest measurement, forest entomology and pathology, arboriculture, ecology, soils, timber estimating and forest finance;
Knowledge of the practices of silviculture and methods of forest protection;
Knowledge of the principles and practices of administration and personnel management;
Knowledge of personnel rules and regulations;
Knowledge of State budgeting procedures and practices;
Skill in gathering and analyzing facts through research and investigation and in exercising sound judgment in drawing conclusions;
Skill in preparing technical reports;
Skill in using instruments and equipment of the forester profession;
Skill in supervising and training lower-level Foresters;
Ability to establish and maintain effective working relationships with coworkers, program staff, property owners and the general public;
Ability to communicate effectively.
Education: A Bachelor of Science degree in forestry from a school of forestry accredited by the Society of American Foresters.
Experience: Three years of professional forestry experience involving forest or park management, wildlife biology, forest recreation planning, forest engineering, urban and community forestry, timber harvest and marketing, forest planning or forest protection. One year of this experience must have involved supervision of employees engaged in related forestry activities.
Notes:
1. Applicants may substitute the possession of a Master of Science degree approved by the State Board of Foresters for one year of the required experience nonsupervisory experience.
2. The education requirement is pursuant to the Business Occupations and Professions Article, Sections 7-206 and 7-304 of the Annotated Code of Maryland.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the forestry field of work on a year-for-year basis for the required education.
1. Pursuant to the Business Occupations and Professions Article, Section 7-304 of the Annotated Code of Maryland, employees with two or more years of experience as described above shall qualify for a license issued by the State Board of Foresters. Persons appointed to this classification must obtain this license before the end of their probationary period or during the first year of employment for promotional employees.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
1. Candidates appointed to positions in this classification will be subject to assignment in any county of the State. Upon permanent appointment, the employee will be required to reside in the county or region to which they are assigned.
2. Employees in this classification are subject to call-in and, therefore, must provide the employing agency with a telephone number where they can be reached.
3. Employees in this classification will be required to obtain specific levels of fire suppression training as mandated by agency policies.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
