This is professional work in the Employment Security Administration at the beginning level, involving training in vocational placement and/or claims adjudication and/or job development. The purpose of this classification is to prepare candidates for careers in the Employment Security Administration through formal and on-the-job training in the major programs of Employment Service and Unemployment Insurance or special programs for the disadvantaged. The employee in this class is expected to develop facility and proficiency in interviewing methods for the purpose of screening applicants for employment or special programs and/or claimants for Unemployment Insurance benefits. As the training progresses, the employee will be required to perform increasingly difficult duties and exercise greater independent judgment.

Attends training sessions and observes experienced interviewers of applicants for employment and claimants for Unemployment Insurance benefits or for special programs for the disadvantaged;
Trains in the utilization of the Dictionary of Occupational Titles;
Becomes thoroughly familiar with the Unemployment Insurance Law of Maryland;
Learns departmental policies and procedures;
Trains in the principles, practices and techniques of vocational counseling;
Learns to utilize aptitude and occupational tests;
Interviews and registers applicants for employment, evaluates their occupational qualifications and classifies them occupationally according to prescribed codes; Refers qualified applicants to employers for job placement;
Solicits employment opportunities for applicants;
May visit employers to promote understanding of the function and programs of the department;
May develop jobs for applicants in special programs for the disadvantaged;
Interviews and explains benefits and procedures to claimants;
Examines claims for benefits and makes non-monetary determinations regarding claimant's eligibility;
Discusses benefits with claimants and explains to them how amounts were computed;
Makes investigations as to validity of claims;
Determines disqualifications of claimant and penalties to be imposed;
Prepares case histories of disqualified cases;
Receives orders from employers and selects qualified applicants for referral;
Performs other necessary duties as required.
Experience: One year of experience as an U.I. Claims Associate II or Employment Service Associate II or equivalent classification in the Employment Security Administration.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience as an U.I. Claims Associate II or Employment Service Associate II or equivalent classification in the Employment Security Administration for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in claims assistance and examining classification or claims assistance and examining specialty codes in the claims assistance and examining field of work on a year-for-year basis for the required experience.
