NATURE OF WORK

A Chief Elevator Inspector is the managerial level of work in the inspection of elevators, escalators, moving walks, lifts, hoists and other related devices in order to ensure compliance with applicable laws, rules, regulations, and codes and to safeguard the general public.  Employees in this classification directly supervises Elevator Inspector Supervisors and through them indirectly supervises lower-level Elevator Inspectors and inspection staff.

Employees in this classification receive managerial supervision from the Program Administrator, Safety Inspections.  The work is performed on-site in buildings and outdoor sites where travel is required and where working conditions may be dirty, dusty or uncomfortable.  When on-site, the work requires the use of specialized safety equipment such as safety shoes and gloves, protective earwear and eyewear, hardhats and safety lines.  When on-site, the work requires climbing, crawling, bending and stooping in confined spaces and at great heights.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Chief Elevator Inspector is differentiated from the Elevator Inspector Supervisor in that the Chief has supervisory responsibility for Elevator Inspector Supervisors and is responsible for the design, implementation and evaluation of the elevator safety inspection program while the Elevator Inspector Supervisor has  supervisory responsibility for lower-level Elevator Inspectors.  

EXAMPLES OF WORK

Supervises Elevator Inspector Supervisors and evaluates the operation of the Elevator Safety Inspection Program;

Develops, approves, and implements administrative and operational policies and procedures for the conduct of safety inspections;

Supervises and trains inspection personnel;

Issues written safety orders and reports;

Enforces the regulations and standards applicable to elevators and related devices;

Reviews elevator inspection reports, safety orders and reports of suspected violations and accident investigations as part of the inspection;

Provides advice, guidance and training to Elevator Inspector Supervisors;

Coordinates operations of the Elevator Safety Inspection unit with other units and other public and private organizations;

Meets with representatives of public and private organizations to exchange information, to explain and interpret elevator safety standards, to resolve mutual problems and to promote cooperation and compliance with safety standards and regulations;

Prepares or assists the program administrator in the preparation of annual budget requests for the elevator safety inspection program;

May testify in administrative hearings or court cases involving alleged violations of elevator safety standards;

May directly supervise the conduct of unusual accident or injury investigations or other special investigations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the methods and procedures used for inspecting and testing elevators, escalators, moving walks, lifts, hoists and other related devices;

Knowledge of the proper methods and techniques used in the installation, repair and operation of elevators, escalators, moving walks, lifts, hoists and other related devices;

Skill in interpreting and explaining applicable laws, rules, regulations and codes pertaining to the safety of elevators, moving walks, lifts, hoists and other related devices;

Skill in preparing accurate and concise reports;

Ability to establish and maintain effective working relationships with owners and operators of elevators, escalators, moving walks, lifts, hoists and other related devices and their representatives;

Ability to plan, organize and direct the work of others;

Ability to develop, implement and evaluate administrative and operational policies and procedures;

Ability to understand, interpret and explain complex legal or technical standards, regulations and procedures;

Ability to evaluate findings and recommendations and to make determinations based on them.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience performing safety inspections of elevators and related devices for a federal, state or local regulatory inspection program. One year of this experience must have included training, assigning, reviewing and evaluating the work of staff performing safety inspections of elevators and related devices.

Note: Candidates may substitute additional experience performing safety inspections of elevators and related devices for a federal, state or local regulatory inspection program on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for a position in this classification must be certified as a Qualified Elevator Inspector by an organization accredited by the American Society of Mechanical Engineers. Applicants must provide a current copy of this certificate with the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in on a 24 hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
