An Elevator Inspector Supervisor is the supervisory level of work in the inspection of elevators, escalators, moving walks, lifts, hoists and other related devices in order to ensure compliance with applicable laws, rules, regulations, and codes and to safeguard the general public.  Employees in this classification supervise lower-level Elevator Inspectors.

Employees in this classification receive general supervision from the Chief Elevator Inspector.  The work is performed on-site in buildings and outdoor sites where travel is required and where working conditions may be dirty, dusty or uncomfortable.  When on-site, the work requires the use of specialized safety equipment such as safety shoes and gloves, protective earwear and eyewear, hardhats and safety lines.  When on-site, the work requires climbing, crawling, bending and stooping in confined spaces and at great heights.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Elevator Inspector Supervisor is differentiated from the Elevator Inspector II in that the Elevator Inspector Supervisor supervises Elevator Inspectors while the Elevator Inspector II performs the full range of duties and responsibilities under general supervision.   The Elevator Inspector Supervisor is differentiated from the Chief Elevator Inspector in that the Chief has overall responsibility for the elevator safety inspection program and directly supervises Elevator Inspector Supervisors.

Supervises the work of lower-level Elevator Inspectors who inspect elevators, escalators, moving walks, lifts, hoists and other related devices in order to ensure compliance with applicable laws, regulations and codes pertaining to the operation, maintenance, repair and safety of these devices;

Conducts special inspections of elevators and related devices to investigate and resolve issues related to complaints and accidents;

Witnesses tests on new, existing and altered installations;

Prepares reports of findings to include recommendations for correction of deficiencies;

Reviews and recommends citations for violations of State laws and regulations;

Provides technical assistance to owners, architects and engineers in order to resolve design, operation and safety problems related to the equipment and devices being inspected;

Interprets and explains State laws and regulations concerning elevators, escalators, moving walks, lifts, hoists and other related devices;

May order the termination of work or removal of specified machinery or equipment from service until violations are corrected;

May represent the State as a witness in administrative hearings or court cases involving accident investigations or alleged violations of safety standards;

Performs other related duties.

Knowledge of the methods and procedures used for inspecting and testing elevators, escalators, moving walks, lifts, hoists and other related devices;

Knowledge of the proper methods and techniques used in the installation, repair and operation of elevators, escalators, moving walks, lifts, hoists and other related devices;

Knowledge of the methods used in measuring cubic footage, square footage, pressure per square inch, distances, electricity and illumination;

Skill in interpreting and explaining applicable laws, rules, regulations and codes pertaining to the safety of elevators and related devices;

Skill in conducting efficient and effective inspections of elevators and related devices;

Skill in preparing accurate and concise reports;

Ability to establish and maintain effective working relationships with owners and operators of elevators and related devices and their representatives;

Ability to supervise and evaluate the work of lower-level Elevator Inspectors.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing safety inspections of elevators and related devices for a federal, state or local regulatory inspection program.

Notes:

1. Candidates may substitute additional experience performing safety inspections of elevators and related devices for a federal, state or local regulatory inspection program on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

1. Employees in this classification must possess and maintain a Qualified Elevator Inspector certificate issued by an organization accredited by the American Society of Mechanical Engineers.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

1. Employees in this classification are subject to call-in on a 24 hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
