A Casualty Claims Adjuster II is the full performance level of work handling all first and third party claims, making liability decisions regarding third party claims and conducting investigations in the Maryland State Treasurer’s Office. Employees in this classification do not supervise other positions.
Employees receive general supervision from a Casualty Claims Adjuster Supervisor.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Casualty Claims Adjuster I and the Casualty Claims Adjuster II are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Casualty Claims Adjuster I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The Casualty Claims Adjuster II performs the full range of duties and responsibilities under general supervision. The Casualty Claims Adjuster II is differentiated from the Casualty Claims Adjuster, Lead in that Casualty Claims Adjuster, Lead assigns, reviews and approves the work of and trains lower-level Casualty Claims Adjusters and provides in-depth investigations and handling of the more difficult, complicated and sensitive claims.
Handles all first party, automobile, subrogation and general liability claims;
Performs on-site inspections when necessary;
Investigates and handles all types of claims;
Incorporates all reports and information gathered from various parties and agencies in order to make sound liability decisions;
Monitors claims that are in litigation;
Estimates settlement of claims;
Negotiates settlements with claimants, attorneys and trade people;
Maintains an accurate diary in order to monitor all claims assigned;
Performs other related duties.
Knowledge of the Maryland Tort Claims Act;
Knowledge of claims handling and investigative techniques;
Knowledge of basic insurance, legal and medical terminology;
Skill in the use of personal computers and related software;
Ability to read and understand insurance, legal and medical terminology;
Ability to interpret the Insurance Contract;
Ability to make thorough investigations of all claims;
Ability to negotiate settlements with claimants, attorneys and trade people;
Ability to prepare and maintain accurate records;
Ability to handle difficult problems under frequently changing situations;
Ability to establish and maintain effective working relationships with co-workers of the Insurance Division, staff of other State agencies and the general public;
Ability to organize and complete work assignments;
Ability to communicate effectively.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of experience in settling multi-line claims.
Notes:
1. Candidates may substitute education at an accredited college or university, at a rate of thirty credit hours for one year of experience for up to two years of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in claims assistance and examining classification or claims assistance and examining specialty codes in the legal and kindred field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
