A Casualty Claims Adjuster, Supervisor is the supervisory level of work handling all first and third party claims, making liability decisions regarding third party claims and conducting investigations in the Maryland State Treasurer’s Office. Employees in this classification supervise lower-level Casualty Claims Adjusters.
Employees receive general supervision from a higher level Administrator.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Casualty Claims Adjuster Supervisor is differentiated from the Casualty Claims Adjuster Lead in that the Casualty Claims Adjuster Supervisor has supervisory responsibility for lower-level Casualty Claims Adjusters while the Casualty Claims Adjuster Lead assigns, reviews and approves the work of and trains lower-level Casualty Claims Adjusters and provides in-depth investigations and handling of the more difficult, complicated and sensitive claims.
Supervises lower level Casualty Claims Adjusters;
Reviews new claims and assigns the work to Casualty Claims Adjusters;
Reviews the documentation and recommendations developed by the Casualty Claims Adjusters, as a result of their investigation of the claims;
Reviews completed claims files to ensure that all necessary documentation is in the file, prior to closing and decides whether a payment request will be authorized;
Determines and authorizes the payment of claims;
Prepares the necessary administrative details, for large or sensitive claims, which must go to the Claim Review Committee;
Meets with staff of State agencies to provide them with loss control assistance and to review prior claims statistics;
Negotiates with claimant's attorneys, State agency personnel and insurance companies regarding large, disputed claims;
Reviews Adjusters findings and liability decisions, signs off on payment requests and authorizes settlement of claims;
Meets with Assistant Attorney General's, claimants and claimant's counsel to negotiate and settle larger or sensitive claims;
Trains lower level Casualty Claims Adjusters;
Provides counseling to Casualty Claims Adjuster staff;
Maintains all personnel records for claims staff;
Performs other related duties.
Knowledge of the Maryland Tort Claims Act, COMAR and the State Government provisions regarding the duties of the State Treasurer;
Knowledge of the basic principles of property and casualty claims adjusting;
Knowledge of the statutes, regulations and policies of the Insurance Division, State Of Maryland;
Knowledge of claims handling and investigative techniques;
Knowledge of basic insurance, legal and medical terminology;
Knowledge of personal computers and related software;
Ability to read and understand insurance, legal and medical terminology;
Ability to interpret the Insurance Contract;
Ability to make thorough investigations of all claims;
Ability to negotiate with claimants, attorneys, insurance companies and State agencies;
Ability to handle difficult problems under frequently changing situations;
Ability to establish and maintain effective working relationships with co-workers of the Insurance Division, Division Directors, the Chief Deputy Treasurer, the Treasurer, attorneys, staff of other State agencies and the general public;
Ability to assign and review the work of lower level Casualty Claims Adjusters;
Ability to plan and direct the activities of subordinate employees and instruct them in their duties and responsibilities;
Ability to make decisions and recommendations concerning settlements or denials;
Ability to communicate effectively;
Ability to supervise.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in settling multi-line claims, including two years in a commercial insurance or public sector environment and at least two years of supervisory experience.
Notes:
1. Candidates may substitute education at an accredited college or university, at a rate of thirty credit hours for one year of experience for up to two years of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in claims assistance and examining classification or claims assistance and examining specialty codes in the legal and kindred field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
