NATURE OF WORK

A Taxicab Inspector is responsible surveillance and investigatory work involving the licensing of taxicab drivers for compliance with Maryland Public Service Commission (PSC) laws and regulations.  Employees in this classification are responsible for making field investigations, for ascertaining facts, obtaining evidence, reporting cases of violation, and explaining requirements and procedures for compliance with Public Service Commission rules and regulations.  Employees in this classification perform independent investigations or jointly with other Taxicab Inspectors but always in accordance with the laws and established policies and procedures of the Public Service commission.  Employees in this classification do not supervise other positions.

Employees in this classification work under general supervision from the Unit Supervisor.  Work results are reviewed by the Unit Supervisor.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Makes investigations for the purpose of assuring compliance with PSC laws, rules and regulations pertaining to the licensing of taxicab drivers;

Advises and reports on the laws, rules and regulations for drivers and owners of taxicabs for purpose of preventing violations;

Investigates taxicab drivers for possession of licenses;

Secures information from State and federal authorities regarding police records;

Collects evidence and prepares material for hearings conducted by the Taxicab License Hearing Officer;

Prepares detailed reports of certain investigations;

Issues citations for violations of taxicab driver regulations;

Testifies before the Taxicab License Hearing Officer on violations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the introductory concepts of legal and administrative processes involved in the application of the Public Service Commission’s Taxicab regulations;

Knowledge of the elementary concepts of taxicab services and operations;

Ability to understand, interpret and explain laws, rules and regulations, procedures and statutory requirements;

Ability to ascertain facts by personal contact and observation;

Ability to prepare clearly and accurately written reports;

Ability to deal with the public in a tactful manner;

Ability to investigate.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience in inspection and/or investigation of taxicab service related operations and/or equipment.

NOT APPLICABLE. 

SPECIAL REQUIREMENTS

Employees in this classification may be required to work on weekend and holidays.  Employees may be required to work shifts.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
