This is professional work in the field of regional or state health planning at the entry level. Employees in this classification work in planning projects requiring the review and interpretation of data, such as economic and social factors, human resources, population trends, incidence of disease, or determination of need. The employee prepares recommendations which address the orderly and controlled development, redevelopment, expansion, or reallocation of local, regional, or State health resources. The work requires contact with local, regional, state and federal agencies and administrations, private institutions, organization, and associations for the purpose of obtaining information and rendering advice and guidance on moderately technical health and planning matters.
The work of this classification is distinguished in terms of both the independence of the employee and the complexity of the projects. The employee is expected to function with increasing independence and to handle more demanding assignments as the employee acquires more experience.
The employees in this classification receive close supervision at the I level and only general supervision at the higher levels from a Health Planning and Development Administrator or other agency official. Work is evaluated through conferences and reports in terms of technical competence, and adherence to agency objectives, applicable laws, and regulations. Employees at these levels do not supervise other health planners.
Advises local, regional and State agencies and administrations on the technical aspects of health planning and health planning regulation, and on the requirements for conformance to State and federal laws and regulations;
Advises and assists health care facilities, or proponents for new facilities, on the nature and methods of health planning and on the requirements for conformance to State and federal laws and regulations;
Conducts studies in population, socio-economic status, incidence of disease, environment, and physical and human resources in health care;
Plans and prepares charts, manuals, maps and pamphlets regarding the existing and proposed use of health care resources;
Assists in the preparation of short-range and long-range plans for public health programs at the local, regional or State level;
May provide on-the-job guidance or training to less experienced health planners;
May receive on-the-job training, continuing education, or other instruction, particularly at he beginning level;
Performs other related duties.
Elementary knowledge of the principles, practices, and objectives of local, regional and state health planning; of the social and economic objectives of planning and planning regulation; of the utilization of physical, human, and technological resources; of the basic principles and techniques of research and statistics; of the procedures and principles relevant to the preparation and submission of comprehensive plans and reports;
Introductory knowledge of state, federal, regional, and local health planning procedures; of public and private health programs; of the health care system;
Ability to prepare clear and concise reports; to work independently on increasingly complex projects; to perform increasingly difficult statistical, demographic, and economic research; to develop and present sound recommendations; to establish and maintain effective working relationships with personnel engaged in health planning in the private sector as well as with state and federal officials.
Education: Possession of a Bachelor’s degree from an accredited college or university in Health Planning, Public Health, Health Science, Hospital Administration, or Health Care Administration.

Notes:
1. Possession of a Master’s degree from an accredited college or university in a field identified above may be substituted for one year of experience.
2. Possession of a Doctorate degree from an accredited college or university in a field identified above may be substituted for three years of experience.
3. Possession of a Bachelor’s degree from an accredited college or university and one year professional experience in health planning may be substituted for the required specialized Bachelor’s degree.
4. Applicants may substitute experience in health or hospital administration for the required experience on a year for year basis, provided the applicant has at least one year of professional experience in health planning.
5. Health Planning experience obtained in a State Health Planning and Development Agency or in a Health System Agency as designated by Public Law 93-641 may be substituted at the rate of three months for four months of the required experience.
6. General Health Planning experience as required above is defined as experience obtained in a professional capacity in an operation established solely for the delivery/evaluation of health services (e.g. Hospitals, H.M.O.’s, Insurance Companies). Such experience must have been the primary purpose of the position during the time in question. Health Planning duties which are performed only incidentally are not considered as qualifying.
