This is professional work in the field of regional or state health planning at the level of complete professional competence.
The employee in this classification is responsible for independently performing complex planning projects. This employee may also serve as a group leader for several assigned projects. The employee is also responsible for directing and reviewing the work of professional planning consultants, for given technical advice and assistance for local, regional, State and federal health planning or regulatory agencies and for speaking at civic meetings on the progress of planning projects. The work of this employee generally includes complete independence in carrying out an important aspect of a master development plan or planning regulation activity. This work requires the preparation of recommendations for the utilization of financial, human and physical resources in health care. Recommendations generally include rules and regulations, estimated costs of plans, solutions to immediate health care problems, or the rationale for planning regulation decisions. The employee may specialize in such areas as health personnel planning, health facilities planning, primary, secondary in such areas as health personnel planning, health facilities planning, primary, secondary or tertiary care planning. The work of this position requires considerable contact with public officials, private developers and providers of health care, and civic leaders.
The employee in this classification receives general supervision from a Heath Planning and Development Administration or other designated official. Work is evaluated through conferences and written reports in terms of overall effectiveness and adherence to agency objectives, applicable laws, and regulations. Employees in this classification do not generally supervise other professional health planners on a full-time basis; however, they do provide guidance and training to other health planners.
Assists in planning, promoting, scheduling, and coordinating projects and programs designed to assist State planning regions and subdivisions of the State in executing comprehensive health planning programs;
Advises and assists public agencies and administrations, and private organizations and institutions, in the technical aspects of health planning and health planning regulation;
Makes personal contact with State, regional, and community leaders in an effort to initiate or promote community participation in health planning;
Performs difficult and advanced assignments in connection with local, regional, State, and federal health planning and health planning regulation programs;
Plans and prepares books, manuals, and other material on various aspects and objectives of health planning and health planning regulation;
Supervises and gives technical advice and guidance to members of a team engaged in a specific health planning or health planning regulation project;
Advises program and administration directors on the preparation of short-range and long-range plans for public health programs at the State level;
Performs other related duties.
Working knowledge of the social and economic objectives of local, regional and state health planning; of the methods and procedures available in preparing a plan for the maximum efficient utilization of available resources; of the principles and techniques of health planning, health planning regulation, and research, and their application to the development of an optimum health status for the community; of the procedures and principles to be used in the preparation and submission of comprehensive plans and reports;
Elementary knowledge of state, federal, regional, and local health planning procedures, and of public and private health programs and of the health care system;
Ability to work independently on complex projects; to do difficult statistical, economic, and planning research; to give advice, guidance, and supervision to a small group of employees engaged in one phase of a planning project; to establish and maintain effective working relationships with employees engaged in planning; to submit comprehensive reports and recommendations based on sound health planning principles.
Education: Possession of a Master’s degree from an accredited college or university in Health Planning, Public Health, Health Science, Hospital Administration or Health Care Administration.
Experience: Four years of professional experience in health planning.
Notes:
1. Possession of a Bachelor’s degree from an accredited college or university in the fields identified above and one year of professional experience in health planning may be substituted for the required Master’s degree.
2. Possession of a Doctorate degree from an accredited college or university in the fields identified above may be substituted for three years of the required general experience.
3. Possession of a Bachelor’s degree from an accredited college or university and two years of professional experience in health planning may be substituted for the required Master’s degree.
4. Applicants may substitute experience in health or hospital administration for up to four years of the required general experience on a year for year basis, provided the applicant has at least one year of professional experience in health planning.
5. Health planning experience obtained in a State Health Planning and Development Agency or in a Health Systems Agency as designated by Public Law 93-641 may substitute at the rate of three months for four months of the required experience.
6. General health planning experience as required above is defined as experience obtained in a professional capacity in an operation established solely for the delivery/evaluation of health services (e.g. Hospitals, H.M.O’s, Insurance Companies). Such experience must have been the primary purpose of the position during the time in question. Health Planning duties which are performed only incidentally are not considered as qualifying.
