NATURE OF WORK

A Volunteer Activities Coordinator III is the full performance level of work as the sole position responsible for planning, coordinating and evaluating a comprehensive volunteer activities program for a State facility, institution or community-based program.  Employees in this classification do not supervise lower-level Volunteer Activity Coordinators.

Employees in this classification receive general supervision from the administrative head of the institution, facility or community program.  Employees may be subject to 24 hour call-in and overtime since this work may require coordinating day, evening, night or weekend activities.

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specifications.

The Volunteer Activities Coordinator II is differentiated from the Volunteer Activities Coordinator III in that the Volunteer Activities Coordinator II performs the full range of duties and responsibilities under general supervision while the Volunteer Activities Coordinator III performs the full range of duties and responsibilities under general supervision and functions as the sole Volunteer Activity Coordinator in an institution, facility or community-based program.  The Volunteer Activities Coordinator III is differentiated from the Volunteer Activities Supervisor in that the Volunteer Activities Supervisor has supervisory responsibility for lower-level Volunteer Activities Coordinators.

EXAMPLES OF WORK

Plans and coordinates a comprehensive volunteer activities program;

Coordinates the activities of volunteer groups and other organizations in their efforts to assist the agency in carrying out its goals and programs;

Develops plans for volunteer groups and individuals serving the needs of the client population;

Arranges the programming and scheduling of social, recreational, religious and other activities and for the distribution of donated supplies and contributions;

Prepares newsletters and brochures concerning the institution or community program and its activities;

Prepares and edits news releases, publications, newsletters and special publications concerning the volunteer program;

Prepares and revises the annual budget, reports, operations manual and volunteer handbook;

Makes presentations at civic and professional gatherings regarding of the goals, functions, programs, accomplishments and needs of the agency or institution;

Plans special events such as dedications of new buildings, open houses and tours for organizations and individuals;

Maintains volunteer continuing education program;

Works with chiefs of operating units in coordinating staff and volunteer activities;

Meets groups and individuals requesting tours of the institution or facility;

Maintains scheduled meetings of Volunteer Advisory Council;

May be required to develop a religious program for patients or inmates;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of community, civic, professional, fraternal, social organizations and other resources which may be used in a volunteer services program;

Knowledge of the organization, operation and objectives of a volunteer activities program of hospitals and correctional facilities;

Knowledge of the procedures and techniques applied in recruiting, screening and training volunteers;

Skill in using techniques of public relations;

Skill in planning, organizing, coordinating and supervising programs and activities involving large groups;

Skill in implementing programs and group activities of people confined for extended periods;

Ability to prepare reports;

Ability to understand agency rules, regulations, policies and procedures;

Ability to establish and maintain working relationships with volunteers, civic organizations, individuals and staff;

Ability to communicate effectively with employees, volunteers, supervisors, volunteer and civic organizations and general public.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, including 30credit hours in social sciences, journalism, public relations or a related field and three years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program for the required experience.

2. Candidates may substitute the possession of graduate level education in social sciences, journalism, public relations or a  related field from an accredited college or university at a rate of 30 credit hours for each year for up to six years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification may be required to successfully complete training and maintain current certification in cardiopulmonary resuscitation.

SPECIAL REQUIREMENTS

Employees in this classification will be required to provide the facility with a telephone number at which they can be reached.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit F- Social and Human Service Non-Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
