A Natural Resources Crane Operator is the full performance highly skilled level of work involving the operation of a great variety of heavy equipment in association with the waterway improvement activities of the Department of Natural Resources. Employees in this classification are required to operate heavy equipment to include multi-function cranes, pile drivers, front end loaders, wheel pay loaders, and large trucks, in addition to general machine shop equipment. Employees in this classification repair and maintain the operated equipment and experienced mechanical judgment is exercised in a great variety of working situations involving dredging, channel improvements, dock repair, Bay clean-up, and other related activities. Employees in this classification do not supervise other positions but may be called on to provide instruction to less skilled employees and may be assigned to supervise crew members in the absence of the supervisor.
Employees in this classification receive general supervision from an operations supervisor or other official. The work is evaluated based on the timely and effective completion of work assignments, and effectiveness of work performed by his assisting employees. Employees extend work assignments, guidance, and training to less skilled employees.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Operates a multi-function marine crane (crawler) in the performance of dredging, loading, and unloading activities;
Operates a variety of other heavy equipment, to include wheel back hoe and loader, a pile driver, wheel pay loader, etc.;
Maintains and performs repair and replacement of major components of the equipment operated;
Assists specialized mechanics in major overhaul activities;
Provides instruction and training to new employees in order to provide for alternate and emergency heavy equipment operation (limited);
Assumes supervision of a maintenance crew in the absence of the crew supervisor;
Provides instructions to less skilled crew members;
May operate other equipment such as fire pumps, outboard motors, lathes, presses, threaders, etc.;
Performs other necessary duties as required.
Knowledge of the operation of multi-function cranes, pile drivers, front end loaders, wheel pay loaders, and large trucks;
Knowledge of the operation of lathes, threaders, presses, and other Machine shop equipment;
Knowledge of marine safety laws and regulations;
Knowledge of marine navigation laws and regulations;
Ability to operate and perform minor repairs and general preventive maintenance on a multi-function crane, large trucks, front end loaders, etc.;
Ability to provide guidance to less skilled and unskilled fellow employees;
Ability to issue work assignments and provide on-the-spot correction of mistakes made by subordinates.
Education: Completion of Tenth grade.
Experience: Six years of full-time experience, or its equivalent, in the operation of a variety of heavy equipment, to include large cranes, pile drivers, front end loaders, and very large trucks. At least two years of the above experience must have involved full-time operation of multi-function cranes and large trucks.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
1. Some positions in this classification are assigned duties which will require the applicants to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
2. Employees in this classification are subject to call-in emergencies and may be required to work varying schedules and hours. Therefore, employees will be required to provide the employer with a phone number where they can be reached.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit A- Labor and Trades Classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
