An Environmental Health Aide IV is the lead level of work conducting environmental health surveys and investigations to determine compliance with applicable health and environmental laws and regulations. Employees in this classification do not supervise other positions but assign, review and approve the work of and train lower-level Environmental Health Aides.
Employees in this classification receive general supervision from a Sanitarian or Regulatory and Compliance Engineer/Architect. Employees may be subject to 24-hour on-call duty and overtime. The work may be performed at private homes, businesses, construction sites and other community settings where travel is required and the environment is often unpredictable. The work may require use of safety equipment such as protective clothing, eyewear, and gloves. The work may require walking over uneven and rocky surfaces, and bending or stooping in confined spaces and carrying specialized tools and testing devices. Employees may be exposed to physical hazards such as toxic materials, fumes and other hazardous conditions. Employees are required to observe infection control precautions in order to prevent contamination and the spread of disease.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Environmental Health Aide IV is differentiated from the Environmental Health Aide III in that the Environmental Health Aide IV assigns, reviews and approves the work of and trains lower-level Environmental Health Aides while the Environmental Health Aide III performs the full range of duties and responsibilities under general supervision.
Assigns and reviews the work of lower-level Environmental Health Aides and ensures the submission of timely and accurate reports as required;
Trains lower-level Environmental Health Aides;
Participates in specialized environmental health surveillance activities such as complex surveys and stack testing of emission sources;
Conducts comprehensive surveys, investigations, or research projects to secure data needed for effective program operation or management;
Leads field activities and inspections to identify and ensure abatement of pollution sources and enforcement of relevant regulations or standards;
Works with various organizations to develop increased awareness of and participation in environmental health programs;
Conducts soil percolation tests;
Maintains and operates air sampling stations to ensure compliance with air quality standards;
Collects, tests and inspects bedding and upholstering products;
Investigates complaints from the public regarding violations of environmental health laws and regulations;
Conducts insect, vermin, and rodent control activities;
Collects stream samples and gathers data relative to shoreline surveys to determine sewage violations;
Performs inspections of solid waste disposal systems and conducts weight and composition studies;
Cleans and cares for equipment;
Gathers data, maintains records and makes reports related to environmental health concerns;
Assists in promoting water and sewage projects and in assuring compliance with water quality standards;
May serve as a member of X-ray survey teams;
Performs other related duties.
Knowledge of English, spelling, punctuation, grammar and basic arithmetic;
Knowledge of environmental health principles, laws and regulations;
Knowledge of soil, water, air and food sampling techniques and methods;
Knowledge of laws and regulations of the State relating to public health control of the environment,
Skill in conducting studies and investigations;
Skill in collecting, organizing and presenting information clearly and concisely;
Skill in working with blueprints, specifications and tracings;
Ability to prepare and present reports;
Ability to obtain public assistance in the enforcement of health regulations or standards;
Ability to provide guidance, supervision and training to lower-level Environmental Health Aides;
Ability to establish and maintain effective working relationships with agency personnel and the general public.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of experience in an environmental health program.
Notes:
1. Candidates may substitute education at an accredited college or university on a year-for-year basis for up to two years of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit D, Health and Human Service Nonprofessionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
