NATURE OF WORK

A Health Records Technician Supervisor is the supervisory level of work compiling and maintaining records in a State facility or local health department.  Employees in this classification supervise lower-level Health Records Technicians.

Employees in this classification receive general supervision from a Health Records Program Manager.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Health Records Technician Supervisor is differentiated from the Health Records Technician II in that the Health Records Technician Supervisor has supervisory responsibility for lower-level Health Records Technicians while the Health Records Technician II performs the full range of duties and responsibilities under general supervision.  The Health Records Technician Supervisor is differentiated from the Health Records Program Supervisor in that the Health Records Program Supervisor also has supervisory responsibility for lower-level Health Records Technicians and for planning, developing and administering the health records program.

EXAMPLES OF WORK

Plans, organizes, assigns and reviews the work of lower-level Health records Technicians engaged in the processing of health records;

Supervises and trains Health Records Technicians and support staff assigned to the health records program and provides general direction to other staff throughout the facility who work with patients' records concerning patients' diagnoses, treatments, admissions, discharges and daily patient census changes;

Ensures that the assembling, classifying and indexing of medical data is completed in accordance with established procedures;

Reviews and evaluates statistical reports and the coding of diseases, operations, and treatment according to the established nomenclature of diagnostic conditions;

Responds to inquiries regarding information in patients' records;

Develops, recommends and implements procedures for the release of confidential information of health records;

Analyzes residents' discharge records and prepares abstracts of case histories;

Participates in and supervises the cross-indexing of treatments, diseases and other special information;

May act as representative of the facility in court and hearings;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of standard English and grammar;

Knowledge of health record procedures and techniques;

Knowledge of medical and clinical terminology;

Knowledge of health laws and their application in the health records practice;

Knowledge of relevant federal, State and local regulations governing medical records;

Knowledge about diseases and their effects and treatment;

Knowledge of hospital administration and organization;

Knowledge of standard treatments and tests to be administered for specific diseases;

Skill in understanding and interpreting medical terminology;

Ability to manage a health records unit and supervise a staff engaged in the processing of health records;

Ability to code and index medical information according to recognized procedures;

Ability to review and evaluate complex medical reports and statistics;

Ability to plan, organize, assign and review the work of others;

Ability to perform basic mathematics;

Ability to establish and maintain effective relationships with subordinate employees, the hospital staff and the general public, and to advise them on medical records matters;

Ability to communicate effectively with co-workers, supervisors and the general public.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience compiling and maintaining health records.

Notes:

1. Candidates may substitute additional experience on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Medical Record classifications or Patient Administration Specialists and Health Services Management specialty codes in the health records management field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
