A Health Records Program Manager is the managerial level of work planning, developing, implementing, maintaining and evaluating a health records program for a State facility or local health department. Employees in this class directly supervise Health Records Technician Supervisors and indirectly supervise all staff assigned to the program.
Employees in this classification receive managerial supervision from a designated higher-level health administrator.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Health Records Program Manager is differentiated from a Health Records Program Supervisor in that the Health records Program Manager is responsible for planning, developing and administering a health records program for a State facility or local health department and has supervisory responsibility for Health Records Technician Supervisors while the Health Records Program Supervisor is responsible for planning, developing and administering a health records program for a State facility or local health department and has supervisory responsibility for lower-level Health Records Technicians.
Directs the health records system of a facility in accordance with the goals of the facility, the Annotated Code of the State of Maryland, and related federal requirements;
Plans, organizes, assigns and reviews the work of lower-level Health Records Technician Supervisors engaged in supervising the processing of health records;
Trains Health Records Technician Supervisors assigned to the health records program and provides general direction to other personnel throughout the facility working with patients' records;
Assists the medical staff in evaluating the quality of patient care and in developing criteria and methods for such evaluation;
Coordinates and integrates the efforts of the health records programs with those of other programs to achieve facility goals;
Develops and implements facility policies and procedures;
Reviews statistical reports and conducts special studies as required by the Department of Health, professional service review organizations, and the medical audit committee;
Provides health records consultation services to allied departments such as radiology and clinical laboratories;
Develops and implements procedures for the release of confidential information to court, third party payors, members of the press, law enforcement officials, and attorneys;
Represents the facility in courts and hearings;
Performs other related duties.
Knowledge of standard English and grammar;
Knowledge of health records procedures and techniques;
Knowledge of health laws and their application to all phases of medical record practice;
Knowledge of the use of records as evidence and the release of information;
Knowledge of relevant federal, State and local regulations governing health records;
Knowledge about diseases and their effects and treatment;
Knowledge of hospital administration and organization;
Knowledge of standard treatments and tests to be administered for specific diseases;
Skill in understanding and interpreting medical terminology;
Skill in compiling, preparing and reviewing complex medical reports and statistics;
Skill in coding and indexing medical information according to recognized procedures;
Skill in planning, organizing, assigning and reviewing the work of others;
Ability to manage a health records program and supervise subordinate supervisors engaged in directing the work of staff engaged in the processing of health records;
Ability to develop and implement health records policies and procedures facility wide;
Ability to perform basic mathematics;
Ability to establish and maintain effective relationships with co-workers, department heads, facility staff and the general public and to advise them on medical records matters;
Ability to communicate effectively with co-workers, department heads, program staff and the general public.
Education: An Associate of Arts degree in Medical Records Sciences from an accredited college or university.
Experience: Five years of experience compiling and maintaining health records, to include one year of supervisory responsibility.
Notes:
1. Candidates may substitute current registration as a Registered Health Information Administrator or as a Registered Health Information Technician by the American Health Information Management Association for the required education.
2. Candidates may substitute two years of experience supervising employees engaged in health records processing and maintenance in a health records program for a health care facility or program for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Medical Record classifications or Patient Administration Specialists and Health Services Management specialty codes in the health records management field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
