An Aviation Maintenance Quality Assurance Inspector is the administrative level of technical work engaged in the inspection of turbine powered and piston powered aircraft according to Federal Aviation Administration (FAA) regulations and manufacturers’ specifications. Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from an Aviation Mechanic Chief Inspector or other higher-level administrator. Work may be performed outdoors under a variety of weather conditions. Employees are assigned shift work, including holidays and weekends, and are subject to 24-hour on call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Work will require wearing personal protection equipment. Employees may be exposed to hazardous materials, high component temperatures, volatile chemicals, blood-borne pathogens, extreme noise, confined spaces, spinning assemblies and may work on ladders and stands.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

The Aviation Maintenance Quality Assurance Inspector is differentiated from the Aviation Mechanic Chief Inspector in that the Aviation Maintenance Quality Assurance Inspector has full and final authority for the inspection of all aircraft prior to their return to service, while the Aviation Mechanic Chief Inspector is responsible for an aircraft inspection program.

Inspects the work of the Aviation Maintenance Technicians, Helicopter; Aviation Maintenance Technician Helicopter Lead, MSP Avionic Technicians and Aviation Technician Inspector Supervisor;

Certifies that the quality of work is in compliance with FAA, Maryland State Police (MSP) and the manufacturer’s specifications prior to the release of aircraft from the maintenance repair facility or after the completion of emergency repairs at a remote location;

Evaluates discrepancies and recommends proper courses of action;

Evaluates aircraft components and structures to determine serviceability;

Implements airworthiness directives, manufacturer service letters, service bulletins, information notices and technical publications to insure the airworthiness of all aircraft;

Determines that appropriate aircraft inspections have been performed properly;

Prepares necessary inspection records, reports, and forms;

Manages a progressive Quality Assurance Inspection Program;

Maintains records of all precision measuring, balancing and test equipment and ensures that calibration checks required to keep this equipment in usable condition are performed;

Maintain regular contacts with FAA Inspectors on issues relating to the operation of a certified repair station facility;

May identify, tag, and accept incoming material including new parts and supplies;

Instructs aircraft technicians on proper repair techniques;

Visits aircraft maintenance facilities at various locations to inspect aircraft;

Suggests modifications to aircraft maintenance procedures;

May perform hands-on aircraft maintenance during periods of peak workload;

Wears the appropriate protective gear;

Performs other related duties.

Knowledge of the diagnosis of problems and the repair of components associated with turbine and piston powered aircraft;

Knowledge of the policies and procedures related to the repair of aircraft including FAA rules and regulations;

Knowledge of inspections necessary to determine the airworthiness of aircraft;

Skill in preparing the necessary records, reports and forms related to the inspection and maintenance of aircraft on a computer;

Ability to plan, coordinate, inspect and evaluate the work of Aviation Maintenance Technicians Helicopter; Aviation Maintenance Technician Helicopter Lead, MSP Avionic Technicians and Aviation Technician Inspector Supervisor;

Ability to communicate effectively.

1. Candidates for positions in this classification must possess a valid FAA Airframe and Power Plant Mechanic license with current FAA Inspection Authorization. The license number and date of issue must be listed on the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

1. Applicants for positions with the Maryland State Police will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant.

2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.

3. Employees in this classification may be required to provide the facility with a telephone number at which they can be reached.

4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.  

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
