A Director, Aircraft Maintenance is the managerial level of work repairing twin turbine powered rotary-wing and fixed-wing aircraft. Employees in this classification oversee the day-to-day operations of aircraft maintenance at the Maryland State Police Aviation Command. Employees in this classification supervise Aviation Technician Inspector Supervisors.
Employees in this classification receive managerial supervision from the Commander of the Aviation Command or other designated administrator. Employees in this classification are subject to 24 hour on-call duty. The work is performed in a hangar or office. Employees are exposed to hazardous conditions and substances, such as engine noise, jet fuel, synthetic lubricants, paints, bonding materials and cleaning solvents.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Director, Aircraft Maintenance is differentiated from the Aviation Technician Inspector Supervisor in that the Director, Aircraft Maintenance has managerial responsibility for an aircraft maintenance program and has supervisory responsibility for Aviation Technician Inspector Supervisors while the Aviation Technician Inspector Supervisor has supervisory responsibility for lower-level Aviation Maintenance Technicians, Helicopter.
Supervises, schedules, assigns and evaluates the work of Aviation Technician Inspector Supervisors;
Oversees the operation of an aircraft maintenance program in accordance with Federal Aviation Administration regulations and standard operating procedures;
Develops the rotating work schedule for the Aviation Maintenance staff;
Assigns work priorities for inspections, scheduled and unscheduled maintenance;
Schedules the area rotation for aircraft in order to control the accumulation of flight hours;
Recommends changes to law enforcement officials or other administrators regarding operating procedures for the Aviation Command;
Assists management with the development of the program’s budget;
Advises management when an aircraft has reached maximum life expectancy and must be replaced;
Maintains subscriptions to professional journals and procures new repair and parts manuals and updates;
Performs other related duties.
Knowledge of the diagnosis of problems and the repair of components associated with twin turbine engine rotary-wing aircraft and fixed-wing aircraft;
Knowledge of aircraft and engine systems including power plant, drive train, main and tail rotor, retractable landing gear, electrical, fuel system, mechanical, electronics, hydraulic avionics, hoists, and medical equipment;
Knowledge of the calibration of specialized tools, test instruments and equipment including micrometers, verniers, pressure gauges, torque wrenches, borescopes, electronic track and balance equipment, engine test equipment, and hydraulic test equipment;
Knowledge of arithmetic and bookkeeping procedures as applied to developing budgets and monitoring expenditures;
Skill in the operation of a Statewide aircraft maintenance program;
Skill in developing policies and procedures for an aircraft maintenance program, in accordance with Federal Aviation Administration regulations;
Skill in the installation of airframes, components and engine maintenance, repair, overhaul, and parts manuals;
Ability to understand and comply with manufacturers’ bulletins and service letters;
Ability to understand and comply with Federal Aviation Administration airworthiness directives, advisory circulars, regulations and the authorized repair station manuals;
Ability to budget for replacement parts, new aircraft and other supplies and materials as required for an aircraft maintenance program;
Ability to complete the necessary records, reports and forms documenting repairs, maintenance and inspections in accordance with Federal Aviation Administration regulations and standard operating procedures.
Education: Determined by Federal Aviation Administration regulations under the licensing requirements for Aviation Technicians with inspection authorization.
Experience: Five years of experience repairing twin turbine powered rotary-wing aircraft with three years of experience supervising lower-level Aviation Maintenance Technicians.
Note: Candidates may substitute additional experience repairing turbine powered rotary-wing aircraft on a year-for-year basis for the required education.
1. Pursuant to Federal Aviation regulations candidates appointed to positions in this classification will be required to possess a Federal Aviation Administration Airframe and Power Plant Mechanic License with current Federal Aviation Administration Inspection Authorization and must list their license number and date of issue on the application.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
1. Candidates for positions in this classification are subject to a background investigation and polygraph examination by the Maryland State Police before a permanent appointment can be made. A criminal conviction record could be grounds for rejection of the candidate by the hiring agency.
2. Employees in this classification are subject to 24-hour on-duty calls. Employees are required to provide the employing agency with a telephone number where they can be contacted at any time.
3. Employees in this classification are subject to random substance abuse testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
