NATURE OF WORK

A Park Ranger Colonel is the senior management level of work serving as the Director of Maryland Park Service.  The employee in this classification, as the Director, has overall statewide responsibility and accountability for planning and administration, budget management, visitor and public services, resource and visitor management and protection, law enforcement, staff management and training and facility management.  The employee in this classification is a commissioned law enforcement officer and as such is responsible for exercising full police power in the protection of the public and property in the park.  The employee in this classification Park Ranger Colonel directly supervises the Park Ranger Lieutenant Colonel and indirectly supervises all lower-level Park Service personnel.

The employee in this classification receives managerial supervision from the Deputy Secretary of Maryland Department of Natural Resources.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Park Ranger Colonel is differentiated from the Park Ranger Lieutenant Colonel in that the Park Ranger Colonel serves as the Director of the Maryland Park Service and has supervisory responsibility for the Park Ranger Lieutenant Colonel while the Park Ranger Lieutenant Colonel has statewide responsibility and accountability for assigned programmatic areas and has supervisory responsibility for Park Ranger Majors.

EXAMPLES OF WORK

Serves as the Director of the Maryland Park Service;

Plans and administers the operation of the Maryland Park Service;

Develops departmental and programmatic policy in conjunction with the Park Ranger Lieutenant Colonel and other managerial staff;

Plans, prepares and manages the budget of the Maryland Park Service;

Oversees all program areas including but not limited to visitor services, public relations, resource protection and management, park concessions, recreational programs, laws enforcement, waterfront management, facility maintenance and administrative services;

Coordinates staffing and resources between regions and projects to accommodate changing conditions;

Oversees the training of Park Service employees;

Represents the Park Service at hearings and meetings with elected and public officials and with staff and the public at community meetings, staff meetings, training sessions and similar events;

Advises Maryland Department of Natural Resources management and staff on issues related to the Maryland Park Service;

Serves as a law enforcement officer for the State park system;

Oversees and reviews the response to law enforcement, security and public safety concerns in the State park system;

Assists in the creation, approves and enforces Maryland Department of Natural Resources regulations and policies for the State park system;

Performs other related duties.

GENERAL REQUIREMENTS

1. Specific educational and experience requirements are set by the employing agency based upon the essential job functions assigned to the position.

2. The employee in this classification is a commissioned Police Officer.  Specific educational requirements and other selection standards, including the required police commission, are set by the Maryland Police Training Commission in accordance with Public Safety Article 3, Section 4-209, Annotated Code of Maryland.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer on a year-for-year basis for the required experience.

4. The employee in this classification is subject to substance abuse testing in accordance with the Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
