An Internal Investigation Director is the senior managerial level of investigation work involving allegations of misconduct or suspected criminal activity by employees of the Department of Public Safety and Correctional Services (PSCS), adult inmates confined in a correctional facility or any individual that has contact with the employees or clients, such as arrestees, detainees, or parolees of the Department. Employees in this classification supervise Internal Investigation Detective Captains, and through them indirectly supervise Internal Investigation Detective Lieutenants and lower-level Internal Investigation Detectives.
Employees in this classification receive managerial supervision from a Deputy Secretary. Employees are subject to call-in during emergencies and staffing shortages.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Internal Investigation Director is differentiated from the Internal Investigation Detective Captain in that the Internal Investigation Director has managerial responsibility for all internal investigations and directly supervises Internal Investigation Detective Captains while the Internal Investigation Detective Captain has supervisory responsibility for Internal Investigation Detective Lieutenants.
Plans, directs and coordinates all major internal investigation activities of alleged criminal activity and serious misconduct by PSCS employees, inmates, visitors and others individuals, such as arrestees, detainees, or parolees;
Supervises Internal Investigation Detective Captains and through them indirectly supervises Internal Investigation Detective Lieutenants and lower-level Internal Investigation Detectives through out the State;
Plans and develops short and long range goals for the administration of the internal investigation program;
Evaluates internal investigation criminal and administrative investigation operations, policies and procedures to identify and correct problems, increase effectiveness of program and ensure consistency with the mission and goals of the Department;
Develops and coordinates internal investigation budget preparation and expenditures;
Develops and enforces the internal investigation policies and procedures;
Executes search and seizure and arrest warrants, carries firearms and makes arrests;
Establishes and maintains liaison with other governmental agencies concerned with the criminal justice system;
Testifies in court and administrative hearings to explain the results of the investigations;
Participates in developing anti-corruption programs through an interchange of information and cooperation such as the Drug Interdiction Program;
Performs other related duties.
1. Candidates for this classification must possess and maintain a current Maryland certification as a Police Officer or meet the criteria for Police Officer under Criminal Procedure Article 2-101.
2. Applicants for this classification, formerly certified by the Maryland Police and Correctional Training Commission as a Police Officer within the past three years and eligible for recertification at the time of appointment, meet the certification requirement for this classification. The recertification criteria are listed in the Code of Maryland Regulations 12.04.01.07.
3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
1. Employees must meet the selection standards required and successfully complete the training prescribed by the Maryland Police Training Commission for police officers in accordance with Public Safety Article, Section 3-207 of the Annotated Code of Maryland. Selection standards for police officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following:
U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A complete background investigation
Oral interview
Physical examination
Polygraph and psychological evaluations.
2. Candidates for this classification will be given a medical examination to determine their ability to perform job-related functions. Employees in this classification will be required to bear firearms, and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.
3. Employees in this classification are subject to call-in on a 24-hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached.
4.Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, 12.04.01 and Maryland Police Training Commission General Regulation .01-1, Testing for Illegal Use of Drugs.

As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
