NATURE OF WORK

A Community Development Administration (CDA) Lending and Risk Junior II is an entry level of work including but not limited to, gathering, reviewing, processing, monitoring, analyzing, and examining CDA programs documentation, and evaluating the risk involved in granting CDA loans, grants, energy assistance, rental assistance or any other technical assistance pertaining to multifamily and single family housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, historic preservation and other areas related to housing and community development programs for the Maryland Department of Housing and Community Development (DHCD).  Employees in this classification are also responsible for gathering, reviewing, processing, monitoring, analyzing, and examining construction documents such as plans, specifications, blue prints, construction budgets, change orders, notice of completion, environmental studies, geotechnical studies, and feasibility studies to ensure compliance with federal, state, and local laws, rules and regulations, as well as determining the risk for the State and DHCD.  Employees in this classification do not supervise other positions.

Employees in this classification receive close supervision from a CDA Lending and Risk Analyst or a CDA Lending and Risk Analyst Senior.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The CDA Lending and Risk Analyst Junior I and CDA Lending and Risk Analyst Junior II are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees.  The CDA Lending and Risk Analysts Junior I and II, perform the full range of duties and responsibilities under close supervision.

EXAMPLES OF WORK

Learns to perform documents review, processing, monitoring, analyzing, examining, reporting, pre-closing and post-closing, of one or several DHCD-CDA, federal and state sponsored government programs;

Learns to interpret and analyze construction documents such as plans, specifications, blue prints, construction budgets, change orders, notice of completion, environmental studies, geotechnical studies, feasibility studies etc.;

Learns to conduct site inspections concerning single housing and or multifamily housing rehabilitation, multifamily housing development, rental assistance, energy assistance and or infrastructure and neighborhood revitalization projects;  

Learns to perform financial data entry, interpret and analyze financial data concerning CDA loans pertaining to single family housing projects, business lending,  energy assistance, rental assistance, grants, special loans, community revitalization, economic, commercial and infrastructure development and re-development programs, as well as multi-family housing projects through various stages of processing to determine compliance with DHCD guidelines, applicable federal, state and local laws, rules, regulations, granting limitations and funding restrictions;

Review final settlement documents to ensure compliance for settlement;

Learns to prepare and maintain detailed records regarding the status of CDA loan issues, rental assistance issues, energy assistance issues, or grant issues and advises higher level CDA Lending and Risk Analysts or Manager of any problems that may delay the optimum operation of the program;

Learns to determine that all post-closing issues have been settled in order for funds to be disbursed;

Act as liaison with programs applicants, private lending institutions, stakeholders, and counterparts in other state, federal and local agencies to explain DHCD-CDA and state program requirements;

Learns to adhere to DHCD guidelines as well as federal and state laws governing DHCD loans and assistance programs;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of federal and State laws governing DHCD-CDA loans, energy assistance programs, CDA grants, rental assistance programs, as well as technical assistance programs for multifamily and single family housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, historic preservation and other areas related to housing and community development programs;

Knowledge of DHCD policies and procedures regarding CDA loans, rental assistance programs, grants, energy assistance programs as well as technical assistance programs for multifamily and single family housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, historic preservation and other areas related to housing and community development programs;

Skill in monitoring the progress of CDA loans, grants, construction or renovation projects, rental assistance or energy assistance programs;

Ability to gather, analyze and verify required financial and or construction information from programs applicants and/or affordable housing developers to determine program compliance;

Ability to establish and maintain complete and accurate files of CDA loans, grants, rental assistance, energy assistance applications through various stages of processing;

Ability to prepare reports and present recommendations;

Ability to establish and maintain effective working relationships with programs applicants, banks officials, developers, property managers, colleagues, state, federal, local officials, and Attorneys;

Ability to learn to use computerized financial analysis and modeling applications and software including but not limited to spreadsheet software and database applications;

Ability to learn financial analysis and reporting methods as related to CDA loans, energy assistance programs, grants, rental assistance programs, cost accounting, federal fund accounting, bond and loan accounting;

Ability to learn to prepare clear, accurate and detailed reports;

Ability to effectively organize and manage work assignments and meet deadlines;

Ability to communicate effectively.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in the private mortgage industry, federal or state government affordable housing lending and/or rental assistance programs, residential construction discipline or multifamily construction management providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Candidates may substitute an Associate of Arts degree from an accredited college or university in Finance, Business Administration, Architecture, Construction Management, Economics, Accounting or a related field and two years of experience in the private mortgage industry, federal or state government affordable housing lending and/or rental assistance programs, residential construction discipline or multifamily construction management providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in the fields of Finance, Accounting, Economics, Business Administration, Architecture, or Construction Management for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Loan Specialist  classification series or Loan Specialist specialty codes or as a non-commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
