A Community Development Administration (CDA) Lending and Risk Analyst Senior I is a senior level of work examining, analyzing, and interpreting financial and or construction data that may include but is not limited to financial statements, income statements, tax statements, profit and loss statements, cash flow, construction documents such as contracts, plans, specification, blue prints, construction budgets, feasibility studies, environmental studies, geotechnical studies, change orders, notice of completion, etc. Employees in this classification perform financial analysis of applicants documents to determine eligibility (as applicable) for CDA programs of the Maryland Department of Housing and Community Development (DHCD) including but not limited to mortgage lending, energy assistance, grants, rental assistance, business lending, special loans, multifamily housing finance, housing rehabilitation, infrastructure and neighborhood rehabilitation. Employees in this classification do not supervise.
Employees in this classification receive general supervision from a CDA Lending and Risk Analyst Manager or Director. The work may require travel throughout the State of Maryland to attend conferences, hearings, meetings or site inspections.
Positions in this classification are evaluated by using the classification job evaluation methodology. The CDA Lending and Risk Analyst Senior I is differentiated from the CDA Lending and Risk Analyst IV in that the CDA Lending and Risk Analyst Senior I performs technical expert work under a higher degree of independence than lower-level CDA Lending and Risk Analysts and may also at times trains lower-level CDA Lending and Risk Analysts while the CDA Lending and Risk Analyst IV performs the full range of duties and responsibilities under general supervision.
Performs risk analysis to determine applicant’s suitability pertaining to CDA loans, grants, or assistance programs;
Monitors CDA programs and/or projects to ensure compliance with federal, and State Laws and Regulations - for example, the Fair Housing Act, the Davis Bacon Act, and or the Annotated Code of Maryland (COMAR);
Performs financial/arithmetic calculations to ensure compliance with federal and State agencies program guidelines - for example, the U.S. Securities Exchange Commission (SEC), the Internal Revenue Service (IRS), and the Maryland Public Service Commission;
Prepares financial records, reports, and statements for use by management, and internal/external auditors and stakeholders;
Conducts site inspections to ensure compliance with federal and State laws, DHCD procedures and or with terms and conditions of the contract;
Monitors the disbursement of funds to ensure compliance with State and federal legislation, rules, regulations, and policies;
Performs other related duties.
Knowledge of federal and State laws governing DHCD-CDA loans, energy assistance programs, CDA grants, rental assistance programs, as well as technical assistance programs for multifamily and single family housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, historic preservation and other areas related to housing and community development programs;
Knowledge of federal, and State laws, rules and regulations pertaining to DHCD-CDA loan programs, grants, and or assistance programs;
Knowledge of real estate finance, investments, loan amortization, fixed and variable rate, debt income ratio, etc.;
Knowledge of Generally Accepted Accounting Principles (GAAP), commercial accounting systems and State/federal reporting requirements;
Skill in using computerized financial analysis and software, including but not limited to spreadsheet software and database applications;
Skill in financial analysis and reporting methods as related to CDA loan programs, grants, rental assistance, and or energy assistance;
Skill in the preparation of clear, accurate and detailed reports;
Ability to interpret and apply state and federal laws, policies, rules, and regulations pertaining to, but not limited to, CDA loan programs, grants, rental assistance, and or energy assistance;
Ability to establish and maintain professional working relationships with program applicants, bank officials, contractors, colleagues, management staff, officials from other federal and state agencies and the general public;
Ability to effectively organize and manage work assignments and meet deadlines;
Ability to communicate effectively.
Experience: Four years of professional financial/risk analysis experience concerning government lending or assistance programs, or four years of experience in Construction Management pertaining to single family and/or multifamily housing government programs (as applicable) and four years of professional financial, lending and risk or construction analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, or grant or real estate investment portfolio records and reports, or managing government housing projects.

Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Finance, Business Administration, Economics, Accounting, Construction Management or a related field and four years of professional financial/risk analysis experience concerning government lending or assistance programs, or four years of experience in Construction Management pertaining to single family and or multifamily housing government programs (as applicable) for the required experience.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Finance, Business Administration, Economics, Accounting or a related field and two years of professional financial/risk analysis experience concerning government lending or assistance programs, or two years of experience in Construction Management pertaining to single family and or multifamily housing government programs (as applicable) for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting or Loan Officer Classifications, or Financial Management specialty codes in the accounting field of work in business and industry classification, or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.
