NATURE OF WORK

A Community Development Administration (CDA) Lending and Risk Analyst Senior II is a senior level of work examining, analyzing, and interpreting financial and or construction data that may include but is not limited to financial statements, income statements, tax statements, profit and loss statements, cash flow, construction documents such as contracts, plans, specification, blue prints, construction budgets, feasibility studies, environmental studies, geotechnical studies, change orders, notice of completion, planning and zoning documents, etc.  Employees in this classification perform financial analysis of applicants documents to determine eligibility (as applicable) for Maryland Department of Housing and Community Development (DHCD) CDA programs including but not limited to mortgage lending, energy assistance, grants, rental assistance, business lending, special loans, multifamily housing finance, housing rehabilitation, infrastructure and neighborhood rehabilitation.  Employees in this classification do not supervise.

Employees in this classification receive general supervision from a CDA Lending and Risk Analyst Manager or Director. The work may require travel throughout the State of Maryland to attend conferences, hearings, meetings or site inspections.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The CDA Lending and Risk Analyst Senior II is differentiated from the CDA Lending and Risk Analyst Senior I, in that the CDA Lending and Risk Analyst Senior II performs technical expert work under a higher degree of independence and may also at times train lower-level CDA Lending and Risk Analysts while the CDA Lending and Risk Analyst Senior I performs technical expert work under a lesser degree of independence and may also at times train lower-level CDA Lending and Risk Analysts.

EXAMPLES OF WORK

Serves as skilled and technical experts in specific high complexity programs or operational areas that may include, but is not limited to, construction management, feasibility and environmental and geotechnical studies, financial and risk analysis pertaining to CDA loan programs, energy assistance, rental assistance, or any other technical assistance under DHCD-CDA programs etc.;

Lead Level Function

Assigns, reviews, and approves the work of and trains lower-level CDA Lending and Risk Analysts;

Assists in coordinating the financial aspects of construction projects from conception to completion;

Plans to prevent problems and resolves any emerging ones and ensures quality construction;

Studies and reviews project plans, standards, special provisions and other pertinent information to obtain comprehensive understanding of all aspects of project standards and the use of proper construction techniques;

Performs risk analysis of one or several CDA programs including but not limited to mortgage lending, energy assistance, grants, rental assistance, business lending, special loans, multifamily housing finance, housing rehabilitation, infrastructure and neighborhood rehabilitation;

Prepares risk analysis reports, and statements for use by management, internal/external auditors and stakeholders;

Monitors the disbursement of funds to ensure compliance with State and federal legislation, rules, regulations, and policies;

Directs activities of one or more CDA housing and community development program(s), such as the Rental Service Program, Multi-Family Bond Loans; Provides technical expertise in the assigned program(s);

Develops short and long-range plans for program operations and resources;

Analyzes feasibility of project pertaining to multifamily housing projects;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of federal and State laws governing DHCD-CDA loans, energy assistance programs, CDA grants, rental assistance programs, as well as technical assistance programs for multifamily and single family housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, historic preservation and other areas related to housing and community development programs;

Knowledge of federal, and State laws, rules and regulations pertaining to DHCD-CDA loan programs, grants, construction, and or any other technical assistance program;

Knowledge of real estate finance, investments, loan amortization, fixed and variable rate, debt income ratio, etc.;

Knowledge of Generally Accepted Accounting Principles (GAAP), commercial accounting systems and State/federal reporting requirements;

Skill in using computerized financial analysis and software, including but not limited to spreadsheet software and database applications;

Skill in financial analysis and reporting methods as related to CDA loan programs, grants, rental assistance, and or energy assistance;

Skill in the preparation of clear, accurate and detailed reports;

Ability to interpret and apply state and federal laws, policies, rules, and regulations pertaining to, but not limited to, CDA loan programs, grants, rental assistance, and or energy assistance;

Ability to establish and maintain professional working relationships with program applicants, bank officials, contractors, colleagues, management staff, officials from other federal and state agencies and the general public;

Ability to effectively organize and manage work assignments and meet deadlines.

MINIMUM QUALIFICATIONS

Experience: Four years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or four years of experience in Construction Management (as applicable), and four years of professional financial analysis experience, such as managing financial asset and debt portfolios, or four years of residential construction discipline or multifamily construction management.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Finance, Business Administration, Architecture, Economics, Accounting, Construction Management or a related field and four years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or four years of experience in Construction Management (as applicable) for the required experience.

2. Candidates may substitute the possession of a Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination and four years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or four years of experience in Construction Management (as applicable) for the required experience.

3. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Finance, Business Administration, Architecture, Construction Management, Economics, Accounting or a related field and two years of professional financial/risk analysis experience, such as managing government programs, risk analysts, debt portfolios, examining and/or analyzing financial statements, budget, grant or real estate investment portfolio records and reports, or two years of experience in Construction Management (as applicable) for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting or Loan Officer Classifications, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
