A Community Development Administration (CDA) Lending and Risk Director is the senior managerial level of work responsible for managing and directing the entire operation of a specific unit within CDA of the Maryland Department of Housing and Community Development (DHCD). Employees in this classification are responsible for managing and directing an array of CDA lending programs, energy assistance programs, rental assistance programs, and or any other technical assistance program pertaining to construction projects under CDA multifamily housing finance, business lending, special loans, housing rehabilitation, infrastructure and neighborhood rehabilitation.
Employees in this classification receive managerial supervision from the appointing authority or a designated administrator. The work may require travel throughout the state of Maryland to attend conferences, hearings, or meetings.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.
Oversees the entire operation of a specific unit within the CDA Division in the Department of Housing and Community Development;
Directs, coordinates and executes CDA program(s) such as, but not limited to, CDA loans, energy assistance, rental assistance, grants, or any other technical assistance under CDA programs;
Oversees the development of policies, procedures and regulations governing all phases of operations to ensure compliance with federal and state laws;
Oversees recommendations for and preparation of new legislation as relates to DHCD-CDA programs;
Oversees the implementation of quality control measures and standards to ensure stakeholders’ requirements are met;
Provides subject matter expertise, advice and guidance to program staff related to, but not limited to, federal and state laws as well as policies and procedures concerning CDA lending programs, energy assistance, rental assistance, financing structures, and or construction projects under CDA programs;
Establishes work priorities and schedules to ensure timely and professional processing of CDA loans, energy assistance, rental assistance and or grant activities;
Establishes overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and approves major revisions;
Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement;
Oversees and manages the personnel and financial resources of the program(s);
Plans, coordinates, supervises and evaluates the work of subordinate managers;
Develops implements and manages short and long-range plans for program operations and resources;
Determines organizational structure and staffing needs of the program(s);
Prescribes and oversees development and training of program staff;
Represents the agency before federal, state and local officials, legislative committees and senior managers and executives of other agencies concerning program activities;
Oversees and manages the disbursement of funds in compliance with State and federal legislation, rules, regulation, and policies;
Oversees and manages the preparation of periodic reporting to internal and external stakeholders;
Performs other related duties.
Knowledge of federal and State laws governing DHCD-CDA loans, energy assistance programs, CDA grants, rental assistance programs, as well as technical assistance programs for multifamily and single family housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, historic preservation and other areas related to housing and community development programs;
Knowledge of real estate finance, investments, loan amortization, fixed and variable rate, debt income ratio, etc.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
