A Maryland State Police (MSP) Aviation Life Support Equipment (ALSE) /Supply Technician is the full-performance level of technical work involving total responsibility for the materials management of a large State institution, the Aviation Command; with over 3000 different specific parts, supplies, and commodities, and an annual expenditure of $7.5 million. Employees in this classification have responsibility for the procurement, receipt, storage, and disposition of supplies, materials and equipment. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from a MSP Aviation Support Supervisor. Employees are subject to 24-hour on call duty during emergencies and may be required to work a flexible shift to include holidays and weekends. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Employees may perform the work outdoors under a variety of weather conditions.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Adheres to product specifications and aircraft part numbers to meet specific needs and provides technical advice regarding standards, standard packaging, ordering quantities, and product suitability to the Agency;
Ensures equipment is serviced, inspected and repaired in accordance with manufacturer’s recommendations;
Prepares all final requisitions for all supplies, materials, equipment, and service contracts purchased;
Establishes practical inventory levels as well as inventory control and access measures;
Directs and supervises the operations of all storerooms, handling the receipt, storage, and issuing of supplies, materials, and equipment;
Utilizes the use of the Financial Management Information System (FMIS) in the receipt of Aviation related commodities and consumables;
Arranges for the prompt shipping of all specialized aircraft parts, avionics, radios, and ALSE to the appropriate vendor for diagnosis, repair, and/or overhaul and ensures that accurate description(s) of the problems are enclosed with each shipment;
Monitors aircraft/ supply levels, quality of products received, and specification requirements;
Keeps track of ordered items to ensure no duplications occur;
Maintains up-to-date records on all ALSE to include but not limited to their location, assignment, inspection dates, expiration dates, issuance dates, repair dates, item repairs and items replaced;
Performs other related duties.
Knowledge of expert physical distribution systems including storage, handling, transportation and ultimate disposition of surplus property;
Knowledge of reports;
Knowledge of inventory control principles and practices:
Ability to understand and apply laws, regulations and procedures, applicable to inventory operations and property disposal;
Ability to identify problems and recommend appropriate solutions based on logical considerations and alternatives;
Ability to develop procedures used in the disposal of surplus property;
Ability to determine best disposal method of equipment based on its condition;
Ability to determine fair market value of used property;
Ability to communicate effectively;
Ability to exercise independent judgment and initiative.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience in the disposal of surplus equipment, materials and supplies.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Supply and Logistics classifications or Supply and Materials Control and Management specialty codes in the supply field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
