A Maryland State Police (MSP)Aviation Supply Expeditor II is one of two levels of technical work engaged in the planning, coordinating, inspection, and control of aviation material.   Employees in this classification also perform the duties and responsibilities of a MSP Lead Maintenance Technician and MSP Maintenance Technician.  Employees in this classification do not supervise other positions, however they may assign, review, and approve the work of and train MSP Maintenance and MSP Avionics Technicians.

Employees in this classification receive general supervision from a MSP Aviation Support Supervisor or other designated higher-level administrator. Employees in this class are assigned shift work including holidays and weekends and are subject to 24-hour on-call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Employees may perform the work outdoors under a variety of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

Receives and processes all service orders and procurement requests, maintains an accounting of related budget expenditures;

Coordinates pre-inspection delivery of repair parts and the efficient transfer of parts from inventory control to a particular aircraft job;

Contacts vendors and manufacturers to follow-up on service and procurement requests;

Inspects all incoming parts meet Federal Aviation Administration (FAA) certification and manufacturer documentation and quality prior to installation on aircraft;

Develops and maintains a warranty tracking system for all warranty aircraft components to ensure accountability and fiscal responsibility for early part failures;

Queries the database to compare with service order requests and part requisitions;

Reviews aircraft records to ensure newly installed serial numbered repair parts are documented;

Coordinates aircraft material and component orders and deliveries to facilitate maintenance and manpower workflow decisions by the MSP Quality Assurance Inspector and MSP Maintenance Control Supervisor;

Expedites delivery of aircraft repair parts or components that are required for unscheduled maintenance;

Serves as the release authority for all aircraft components for installation on aircraft;

Assists in conducting audit aircraft inspections to ensure compliance with FAA regulations/directives and manufacturer specifications;

Performs other related duties.

Knowledge of FAA aircraft inspection standards, record requirements, and general manufacturer processes for aircraft maintenance procedures;

Knowledge of inspections necessary to determine the airworthiness of aircraft and its various component parts;

Skill in accounting for budget expenditures;

Skill in preparing records, reports, and forms relating to the inspection and maintenance of aircraft;

Skill in forecasting and coordinating scheduled maintenance supply requirements for daily, weekly and monthly aviation maintenance workflow;

Skill in communicating effectively with peers and subordinates;

Ability to work independently;

Ability to understand and assign tasks.

Education:    Graduation from and accredited high school or possession of a high school equivalency certificate.

Experience:  Three years of experience working as a MSP Aviation Supply Expeditor I.

1. Employees in this classification must possess a valid and current FAA Airframe and Powerplant Mechanic License.

2. Employees in this classification must possess a current FAA Inspection Authorization.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore, will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain  executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
