A Maryland State Police (MSP) Section Aviation Maintenance Technician I is one of three advanced levels of technical work engaged in the maintenance of turbine powered aircraft according to Federal Aviation Administration (FAA) regulations and manufacturers’ specifications. Employees in this classification perform the above work independently, at an assigned Helicopter Section, and the duties include the capability to make airworthiness decisions. Employees in this classification are normally required to maintain proper agency or unit forms and records pertaining to the aircraft. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from an MSP Aviation Maintenance Control Supervisor or other designated higher-level administrator. Employees are assigned shift work including holidays and weekends and are subject to 24-hour on call duty during emergencies and staff shortages. The work is performed at an assigned Helicopter Section; however, employees may also work at the central maintenance repair facility or any other Helicopter Section if assistance is needed. The work may require lifting components or equipment weighing 50 lbs. or more. Employees may perform the work outdoors under a variety of weather conditions.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The MSP Aviation Section Maintenance Technician I, MSP Aviation Section Maintenance Technician II and MSP Aviation Section Maintenance Technician III are differentiated from the MSP Aviation Maintenance Technician I, MSP Aviation Maintenance Technician II and MSP Aviation Maintenance Technician III in that MSP Aviation Section Maintenance Technicians perform the full range of advanced duties and responsibilities in the maintenance of turbine powered aircraft according to FAA regulations and manufacturers’ specifications independently at an assigned Helicopter while MSP Aviation Maintenance Technicians are responsible for full performance level of technical work in the maintenance of turbine powered aircraft according to FAA regulations and manufacturers’ specifications.
Performs daily inspections and preventative maintenance;
Performs periodic major inspections, normally every 50/100 hours;
Responds to aircraft related issues at assigned section;
Performs all unscheduled maintenance that occurs in their region;
Performs inspections and/or supervises inspection in section/region;
Performs emergency repairs in the field, as necessary;
Manages a progressive maintenance schedule;
Coordinates upcoming maintenance events;
Maintains seat tracks, seat cables, inspect seat belts, and support any equipment that malfunctions on or off the aircraft, minimum equipment list applicability, navigation and implementation;
Creates work orders, issues parts and repairs helicopter, independently;
Upkeeps tools and ground support equipment;
Schedules availability to provide technical aircraft support to the flight crews, and to provide training to crews on aircraft systems as required;
Inspects work performed by other technicians, within the privileges assigned by the MSP Aviation Quality Assurance Chief Inspector;
May be responsible for general care and cleaning of aircraft and aviation equipment;
Performs other related duties.
Knowledge of the diagnosis of problems and repair of problems and components associated with turbine powered aircraft without supervision;
Knowledge of the policies and procedures related to the repair of aircraft including FAA rules and regulations;
Ability to Track and Balance the aircraft;
Ability to understand and follow oral and written instructions;
Ability to maintain a harmonious working relationship with other employees;
Ability to communicate effectively;
Ability to maintain proper forms and records of the Department or unit as required by the MSP Director of Maintenance and the MSP Aviation Quality Assurance Chief Inspector;
Ability to work independently with minimal supervision;
Ability to manage inspection packages, and optimize scheduling to accommodate maintenance and operational needs.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of helicopter maintenance experience and actively engagement in aircraft maintenance within the last six months OR more than three years of aircraft maintenance experience, one year of experience must be working on MSP aircraft.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Aviation Machinist Mate classification or Aviation, Aerospace Maintenance, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.
1. Employees in this classification must possess a valid FAA Airframe and Powerplant Mechanic license.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore, will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit A, Labor and Trades classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
