A Juvenile Services Assistant Area Director, Field Services is responsible for managing a large field services office or two or more small to medium field services offices. Employees in this classification direct the supervisory staff engaged in intake, probation, and aftercare of juvenile offenders.
Employees in this classification receive managerial supervision from the administrator responsible for all Department of Juvenile Services field services programs in a designated geographic area. Employees in this class may be required to work weekends, evenings and holidays as needed.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.
The Juvenile Services Assistant Area Director, Field Services is differentiated from Area Director in that the Juvenile Services Assistant Area Director, Field Services is responsible for a large field services office or two or more small to medium field services offices while the Area Director is responsible for all field services programs in a designated geographic area.
Manages a large field services office or two or more small to medium field services offices;
Manages, through first line supervisors, lower level staff in a field services office;
Manages the supervision of family and child casework;
Schedules, plans, and conducts staff meetings in order to interpret policies and procedures;
Conducts regular case conferences with Juvenile Counselor Supervisors;
Provides guidance to staff in handling difficult cases;
Participates in selection of new employees;
Conducts in-service training;
Recommends staffing and operational requirements to the Area Director;
Assesses the type and volume of work assigned to the office for the purpose of program planning and evaluation;
Reviews all correspondence pertaining to intake, court reports, and geographic area and interstate transfer reports;
Assesses employee performance and prepares annual efficiency reports;
Promotes public interest in youth problems and programs through speaking engagements before civic and professional groups;
Keeps abreast of literature and trends in juvenile services and corrections and attends special conferences and seminars on these subjects;
Performs other related duties.
Knowledge of the principles and practices of juvenile services activities;
Knowledge of the behavioral patterns of persons with histories of asocial and antisocial behavior;
Knowledge of the functions of the juvenile court;
Knowledge of intake, probation and aftercare procedures;
Knowledge of the concepts of community based rehabilitation;
Knowledge of the services rendered to juveniles by public organizations and private industry in employment, health, welfare, detention, and law enforcement;
Knowledge of the principles of supervision and training;
Ability to train, evaluate and supervise subordinate employees;
Ability to analyze and interpret juvenile laws, regulations, policies and procedures;
Ability to develop, install and evaluate the efficiency and effectiveness of administrative procedures;
Ability to prepare program plans;
Ability to prepare and manage an operating budget;
Ability to present recommendations clearly and concisely;
Ability to exercise judgment, tact, and discretion in applying and interpreting departmental laws, regulations, policies and procedures;
Ability to work effectively with subordinates, administrative officials, judges, and the general public.
Experience: Seven years of experience in the supervision of a major program providing direct services to delinquent, socially maladjusted, emotionally disturbed or exceptional children.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience in the supervision of a major program providing direct services to delinquent, socially maladjusted, emotionally disturbed or exceptional children for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required education.
1. Employees in this classification may be assigned to a specific geographic area. The assigned area is subject to change based on departmental need.
2. Employees in this classification may be called on to respond to emergency situations 24 hours a day. Employees assigned such duties must provide the agency with a telephone number where they can be reached.
3. Employees in this classification may be required to work Saturdays, Sundays, holidays or any hours of the day or night. Compensatory time off may be authorized when the workload permits.
4. Candidates for this classification are subject to a background investigation by the Maryland State Police before a permanent appointment can be made. A criminal conviction record may be grounds for rejection of the candidate by the hiring agency.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
