NATURE OF WORK

A Correctional Case Management Supervisor is the supervisory level of work in assessing and evaluating the personal and criminal history of adult inmates to recommend a security level and in developing and monitoring appropriate work and educational programs.  Employees in this classification supervise lower-level Correctional Case Management Specialists.

Employees in this classification receive general supervision from a Correctional Case Management Manager or other designated administrator.  Work is performed in an adult correctional environment and involves frequent contact with convicted felons who may become violent.

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Correctional Case Management Supervisor is differentiated from the Correctional Case Management Specialist II in that the Correctional Case Management Supervisor has supervisory responsibility for lower-level Correctional Case Management Specialists while Correctional Case Management Specialist II performs the full range of duties and responsibilities under general supervision.  The Correctional Case Management Supervisor is differentiated from the Correctional Case Management Manager in that the Correctional Case Management Manager has supervisory responsibility for Correctional Case Management Supervisors.

EXAMPLES OF WORK

Plans, coordinates, supervises and evaluates the work of lower-level Correctional Case Management Specialists;

Trains lower-level Correctional Case Management Specialists;

Reviews reports and recommendations of staff for accuracy, thoroughness, clarity and conformance to agency policies;

Serves as the chairperson of case management teams that evaluate all pertinent information on assigned inmates and forwards the recommendations to the Warden, Unit Manager or other designated administrator;

Conducts unit meetings to keep the staff informed of changes to regulations and programs;

Counsels staff about compliance to rules and regulations and initiates disciplinary actions;

Responds to questions from inmates, inmates’ families, attorneys, Parole Commissioners and others about status decisions and about agency and institutional policies and regulations;

Serves on institutional and divisional task forces and committees;

May investigate inmate complaints against the case management unit and prepare a response for the Warden;

May testify in court or in administrative hearings;

May conduct adjustment hearings to determine the guilt or innocence of inmates who have been charged with violating institutional rules and recommend appropriate sanctions for inmates found guilty of a violation;

May make recommendations to the Unit Manager or Assistant Warden about proposed departmental policy and procedural changes;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the objectives, principles and practices of penology, the principles of parole and probation, and trends in the correctional field;

Knowledge of the educational, vocational and therapeutic programs within the correctional system and in the community;

Knowledge of the principles and methods of supervision;

Skill in preparing summaries of complex information;

Ability to supervise the work of lower-level Correctional Case Management Specialists;

Ability to analyze data and draw logical conclusions;

Ability to explain institutional decisions to inmates, inmates' families and others;

Ability to express ideas and explain complex matters;

Ability to establish and maintain a professional working relationship with co-workers, managers and administrative officials.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Four years of experience assessing inmates' security risk and inmates' program needs for the purpose of determining correct security classifications and developing program plans.

Notes:

1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with Title 12, Subtitle 10 of the Code of Maryland Regulations.

2. Candidates may substitute one year of experience as a Correctional Officer for one year of the required experience.

3. Candidates may substitute one year of experience as a Correctional Dietary Officer, Correctional Maintenance Officer or Correctional Supply Officer for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in correctional classifications or correctional specialty codes in the criminal justice field of work at the rate of two years of military experience for one year of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the required selection standards and successfully complete the training prescribed by the Maryland Correctional Training Commission for a Correctional Classification Counselor. Selection standards for correctional training are listed in detail in the Code of Maryland Regulations 12.10.01.04 and include the following:

U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A completed background investigation
Oral interview
Physical examination.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
