A Correctional Maintenance Services Officer is responsible for maintenance work at a correctional facility which involves the security, custody, and supervision of adult inmates who perform maintenance work.  A Correctional Maintenance Services Officer is in charge of the entire maintenance program at a correctional facility.  Employees in this class do not supervise other positions.

Employees in this classification receive general supervision from a Warden or Unit Manager. Employees may be assigned to day, evening, night or rotating shifts and are subject to call-in during emergencies.  Work is performed in a correctional facility, and employees are exposed to inmates who may be abusive and hostile and have access to potentially dangerous tools and equipment.  When assigned to outside maintenance jobs, employees are exposed to all types of weather conditions.  The work may require moving objects weighing more than 25 pounds.  Employees may be required to physically subdue and restrain inmates during fights, riots and escape attempts.

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Correctional Maintenance Services Officer is differentiated from the Correctional Maintenance Officer II in that the Correctional Maintenance Services Officer has overall responsibility for an entire maintenance program while the Correctional Maintenance Officer II performs the full range of duties and responsibilities under general supervision within established guidelines.  The Correctional Maintenance Services Officer is differentiated from Correctional Maintenance Services Supervisor in that Correctional Maintenance Services Supervisor has supervisory responsibility for lower-level Correctional Maintenance Officers.  The Correctional Maintenance Services Officer is differentiated from the Correctional Maintenance Officer Supervisor in that the Correctional Maintenance Officer Supervisor does not have has overall responsibility for an the entire maintenance program but does have supervisory responsibility for lower-level Correctional Maintenance Officers.

Organizes and carries out a maintenance program with a full range of maintenance services;

Trains and supervises inmate workers in the performance of maintenance or repair tasks in trades such as electrical work, plumbing, carpentry, metal work, plastering, painting, masonry, locksmithing, motor vehicle mechanics, stationary engineering and groundskeeping;

Maintains control and discipline among inmate workers by enforcing safety, sanitary, custody and security regulations;

Develops and implements a preventive maintenance plan;

Assists in the preparation and administration of the institution’s maintenance budget;

Assists in the preparation of contractual specifications for construction or overhaul work to be performed by outside contractors;

Inspects work performed by outside contractors and prepares reports on findings;

Makes regular inspections of shop and work areas to ensure that all safety, sanitary and security regulations and trade standards are enforced;

Prepares specifications for the requisition of equipment, tools, parts and supplies;

Maintains control and inventory of equipment, tools, parts and supplies;

May adjust, maintain and make minor repairs to refrigeration and cooling equipment, and to other modern electronically operated control devises;

May operate and maintain coal, gas or oil-fueled boilers;

May maintain fuel consumption records and prepare operating efficiency reports;

May operate and maintain central air conditioning plants and related auxiliaries;

Performs other related duties.

Knowledge of the tools, materials, methods, operations and standard practices utilized in plant maintenance and stationary engineering;

Knowledge of correctional systems and standards;

Knowledge of institutional rules, regulations and requirements for the control of inmates;

Knowledge of the operation and maintenance of electronically operated control devices;

Ability to organize and carry out a maintenance program with a full range of maintenance services;

Ability to organize, coordinate and supervise the work of inmate workers;

Ability to assist in the preparation of maintenance budgets;

Ability to interpret complex graphs, charts and schematics; Ability to operate maintenance tools and equipment;

Ability to prepare contractual specifications and cost estimates; Ability to analyze repair and replacement costs;

Ability to understand and follow detailed procedures contained in Division of Correction regulations, institutional directives, post orders and maintenance manuals;

Ability to remain calm in stressful situations and respond in an appropriate manner according to prescribed rules and procedures;

Ability to communicate effectively with inmates, institutional staff, outside contractors and suppliers.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Correctional Training Commission regulation.

Experience: Three years of experience in stationary engineering maintenance or construction trades.

1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209, Annotated Code of Maryland.

2. Candidates may substitute U.S. Armed Forces military service experience in correctional institutional specialty codes in the criminal justice field of work at a rate of two years of military experience for the required experience.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Some positions in this classification may require employees to acquire the appropriate Maryland driver’s license to operate motor vehicles for the transportation of inmates or supplies.   

3. Some positions in this classification may require employees to possess a valid Maryland 1st Grade Stationary Engineer license to operate, maintain and clean high-pressure boilers and equipment.

4. Employees who have not already done so must complete and successfully pass the Entrance Level Correctional Training Course required for the Maryland Correctional Training Commission certificate during the probationary period.

1. Selection standards for Correctional Officer certification are established by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship
Must be at least 21 years of age
A completed background investigation
Oral interview
Physical examination.

2. Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit H, Public Safety and Security classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
