NATURE OF WORK

A Correctional Security Chief is the highest of three levels of managerial work involving the custody, security and control of adult inmates confined in a correctional facility. Correctional Security Chief has complete responsibility for security at institutions with an authorized correctional staff so large as to require three Correctional Officer Majors to effectively manage that staff. Employees in this classification manage the work of correctional officers on three shifts through the supervision of Correctional Officer Majors.

Employees in this classification receive managerial supervision from an Assistant Warden or Warden. Employees are subject to call-in during emergencies and staffing shortages. Work is performed primarily in a correctional facility and employees are exposed to inmates who may be abusive and hostile. When performing outside institutional rounds, employees are exposed to all types of weather conditions.

Positions in this classification are evaluated using the Classification Job Evaluation Methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

Correctional Security Chief is differentiated from Correctional Officer Major in that Correctional Security Chief has complete responsibility for security at institutions with an authorized correctional staff so large as to require three Correctional Officer Majors to effectively manage the staff while the Correctional Officer Major is responsible for an entire security shift with an authorized correctional staff so large as to require one or more Correctional Officer Captains to effectively manage the staff.

EXAMPLES OF WORK

Supervises Correctional Officer Majors on three shifts in order to ensure that all shifts are properly staffed;

Plans, develops and implements correctional regulations, policies and procedures in order to ensure the security and custodial control in the institution;

Develops and implements the riot control plan for the correctional institution;

Identifies training needs of correctional officer staff and establishes schedule;

Approves post changes, shift transfers and routine housing unit searches;

Oversees the control of all keys, locking devices and physical security features such as firearms, ammunition and tear gas;

Reviews all correctional officers annual leave schedules and authorizes, monitors, and controls use of overtime of correctional officer staff;

Chairs promotional review boards making recommendations for appointments to supervisory positions within the Correctional Officer series;

Reviews all serious incident reports prepared by subordinate correctional officers and decides appropriate action to be taken;

Contacts appropriate agencies to coordinate institutional investigations;

Assists in the development of the institution budget, preparing sections pertaining to security related functions and equipment;

Assumes responsibilities of Assistant Warden when necessary;

Serves as duty officer on a rotating basis;

Performs other related duties.

GENERAL REQUIREMENTS

1. Specific educational requirements and other selection standards are set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 and are listed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01. Specific experience Requirements are set by the agency based on the essential job functions assigned to the position.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
