A Fingerprint Technician Supervisor is the supervisory level of work in the classification, examination and identification of fingerprints. Employees in this classification supervise Fingerprint Technicians.
Employees in this classification receive general supervision from a Fingerprint Technician Manager. Employees in this classification are assigned to day or evening shifts and are subject to call-in on a 24-hour basis. Employees may occasionally be required to travel to field locations to take fingerprint impressions or to instruct others in the fingerprinting process.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Fingerprint Technician Supervisor is differentiated from Fingerprint Technician in that the Fingerprint Technician Supervisor has supervisory responsibility for Fingerprint Technicians while the Fingerprint Technician performs the full range of duties and responsibilities under general supervision. The Fingerprint Technician Supervisor is differentiated from the Fingerprint Technician Manager in that the Fingerprint Technician Manager has supervisory responsibility for Fingerprint Technician Supervisors and is responsible for the overall management and coordination of the work of a large staff of Fingerprint Technicians.
Trains and supervises Fingerprint Technicians;
Distributes work to Fingerprint Technicians and reviews completed assignments for accuracy and completeness;
Screens fingerprint cards for missing data, discrepancies and legibility of prints;
Maintains statistical logs of work received and completed in order to complete weekly reports to the Fingerprint Technician Manager;
Corresponds with field agencies that supply fingerprint impressions in order to solve problems relating to insufficient identification data, poor quality of prints and similar matters;
Trains law enforcement personnel and other interested persons in the techniques for taking legible fingerprint impressions;
Travels to schools, child-care centers and similar locations to take inked fingerprint impressions;
Performs other related duties.
Knowledge of the principles of supervision;
Knowledge of modern methods and procedures used in fingerprint classification, examination and identification;
Skill in classifying fingerprints and in comparing subject fingerprints to fingerprints on file;
Ability to train Fingerprint Technician in all aspects of their duties;
Ability to plan, organize and evaluate the work of Fingerprint Technicians;
Ability to instruct law enforcement personnel and other interested persons in the taking of legible fingerprint impressions;
Ability to maintain accurate records;
Ability to communicate effectively.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience examining, classifying and searching fingerprints.
Note: Candidates may substitute additional experience in taking fingerprint impressions and classifying them on a year-for-year basis for the required education.
1. Applicants for this classification are subject to a background investigation by the Maryland State Police before a permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant by the hiring agency.
2. Employees in this classification are subject to call 24-hours a day and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
