A Fingerprint Technician Manager is the managerial level of work in the classification, examination and identification of fingerprints. Employees in this classification are responsible for the management and coordination of the work of a large staff of Fingerprint Technicians and directly supervise Fingerprint Technician Supervisors.
Employees in this classification receive managerial supervision from an administrative official of a criminal justice agency. Employees are subject to call-in on a 24-hour basis. Employees are regularly required to travel to field locations to instruct others in the fingerprinting process.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Fingerprint Technician Manager is differentiated from the Fingerprint Technician Supervisor in that the Fingerprint Technician Manager has supervisory responsibility for Fingerprint Technician Supervisors and manages and coordinate the work of large staff of Fingerprint Technicians while the Fingerprint Technician Supervisor has supervisory responsibility for Fingerprint Technicians.
Directs and coordinates the operations of the Fingerprint Section;
Supervises Fingerprint Technician Supervisors;
Recommends, develops and implements operating procedures for the section;
Makes final decisions concerning whether or not submitted fingerprint identifications are accurate;
Travels statewide to instruct law enforcement personnel, child-care employees and other interested persons in the techniques for taking legible fingerprint impressions;
Prepares training manuals;
Coordinates quality control evaluation surveys and maintains pertinent statistics;
Prepares reports for law enforcement agencies and for the courts;
Maintains security of criminal records information according to regulations and established policies;
Performs other related duties.
Knowledge of the principles of supervision;
Knowledge of modern methods and procedures used in fingerprint classification, examination and identification;
Skill in classifying fingerprints and in comparing subject fingerprints to fingerprints on file;
Ability to instruct law enforcement personnel and other interested persons in the techniques for taking legible fingerprint impressions;
Ability to manage the work of the Fingerprint Section and recommend changes when necessary;
Ability to maintain accurate records;
Ability to communicate effectively;
Ability to establish and maintain effective working relationships with law enforcement officers and with other criminal justice agency personnel.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of experience examining, classifying, searching and filing fingerprints, two years of which must have involved supervision of Fingerprint Technicians.
Note: Candidates may substitute additional experience in taking fingerprint impressions and classifying them on a year-for-year basis for the required education.
1. Applicants for this classification are subject to a background investigation by the Maryland State Police before a permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant by the hiring agency.
2. Employees in this classification are subject to call 24-hours a day and, therefore, will provide the employing agency with a telephone number where they can be reached.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
