A Lottery Security Specialist is the full performance level of work in the maintenance of security for lottery operations and in the investigation of suspected violations of laws and regulations related to lottery activities. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from a Lottery Security Supervisor. Employees in this classification may be required to work evenings and weekends which may include holidays, and are subject to call-in 24 hours a day. Employees are assigned to investigations that may involve travel to any part of the State and conducting surveillance in all types of weather.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Lottery Security Specialist is differentiated from Lottery Security Supervisor in that Lottery Security Specialists perform the full range of duties and responsibilities under general supervision while the Lottery Security Supervisor has supervisory responsibility for Lottery Security Specialists.
Implements procedures for the security of lottery operations throughout the State, such as internal controls on unsold tickets, office security and alarm systems, special audits and storage and disposal of classified material and tickets;
Conducts comprehensive investigations of the theft of tickets, rejected claims, forged claims, claims on altered, unsold, or returned tickets, and similar matters that could compromise the integrity of the lottery games;
Conducts personal background checks on prospective lottery employees and agents;
Compiles and maintains case files and other records;
Coordinates lottery security and lottery investigations with local law enforcement agencies;
Prepares evidence for prosecution of lottery violations in criminal proceedings;
Provides security for special lottery drawings and events and conducts audits of tickets used during these drawings;
Assists the Lottery Security Supervisor in developing regulations and procedures to ensure the security of lottery documents and equipment;
Investigates, verifies and recommends disposition of tickets that cannot be validated by the Claims Manager through the normal claims procedure;
Transports classified materials, checks and similar items;
May testify during criminal court proceedings;
Performs other related duties.
Knowledge of investigative techniques and surveillance methods;
Knowledge of the principles and procedures involved in ensuring the security of classified materials and documents;
Knowledge of specialized equipment and of office and warehouse locations;
Knowledge of criminal laws;
Knowledge of illegal gambling operations;
Skill in implementing and conducting security and surveillance activities;
Ability to gather, analyze and evaluate pertinent information in order to reach accurate conclusions;
Ability to explain lottery laws and regulations to sales agents and the general public;
Ability to prepare clear, accurate and complete reports and case records;
Ability to conduct personal background investigations;
Ability to maintain investigative surveillances;
Ability to apply principles and procedures to ensure the security of classified materials, documents, specialized equipment, office and warehouse locations;
Ability to develop security regulations and manuals of procedures;
Ability to present testimony before the State Lottery and Gaming Control Agency and in court;
Ability to handle official lottery matters with discretion and good judgment;
Ability to maintain professional working relationships with local law enforcement personnel;
Ability to establish effective communication with co-workers, administrators and the general public.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of experience conducting criminal investigations for a federal, State or local police department that includes some investigations of illegal gambling operations.
Note: Candidates may substitute thirty credit hours in law enforcement or criminology from an accredited college or university for one year of the investigative experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit H- Public Safety and Security classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
