A Lottery Security Supervisor is the supervisory level of work in the maintenance of security for lottery operations and in the investigation of suspected violations of laws and regulations related to lottery activities. Employees in this classification are responsible for supervising lower-level Lottery Security Specialists.
Employees in this classification receive managerial direction from the Director of the State Lottery and Gaming Control Agency. Employees in this classification may be required to work evenings and weekends and are subject to call-in 24 hours a day. Employees conduct investigations that may involve travel to any part of the State and conducting surveillance in all types of weather.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Lottery Security Supervisor is differentiated from Lottery Security Specialist in that the Lottery Security Supervisor has supervisory responsibility for Lottery Security Specialists while the Lottery Security Specialist performs the full range of duties and responsibilities under general supervision.
Supervises the security and investigative work of Lottery Security Specialists and other assigned personnel;
Develops procedures for the security of lottery operations throughout the State, such as internal controls on unsold tickets, office security and alarm systems, special audits and storage and disposal of classified material and tickets;
Maintains contacts with Lottery Security Chiefs from other state lotteries in order to remain abreast of any new efforts to compromise the integrity of security systems;
Develops regulations and procedures to ensure the security of lottery documents and equipment;
Oversees security for special lottery drawings and events and conducts audits of tickets used during these drawings;
Conducts comprehensive investigations of the theft of tickets, rejected claims, forged claims, claims on altered, unsold or returned tickets and similar matters that could compromise the integrity of the lottery games;
Coordinates lottery security and lottery investigations with local law enforcement agencies;
Prepares evidence for prosecution of lottery violations in criminal investigations;
Testifies during criminal court proceedings;
Compiles and maintains case files and other records;
Investigates, verifies and recommends disposition of tickets that cannot be validated by the Claims Manager through the normal claims procedure;
Attends national lottery conferences;
Conducts personal background checks on prospective lottery employees and agents;
Makes inspection visits to companies doing business with the agency, particularly printers of tickets;
May transport classified materials, checks and similar items;
Performs other related duties.

Ability to plan, coordinate, supervise and evaluate the work of Lottery Security Specialists;

Ability to gather, analyze and evaluate pertinent information in order to reach accurate conclusions;
Ability to explain lottery laws and regulations to sales agents and the general public;
Ability to prepare clear, accurate and complete reports and case records;
Ability to conduct personal background investigations;
Ability to maintain investigative surveillance;
Ability to present testimony before the State Lottery and Gaming Control Agency and in court;
Ability to handle official lottery matters with discretion and good judgment;
Ability to maintain effective working relationships with local law enforcement personnel;
Ability to communicate effectively with co-workers, administrators and the general public.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of experience conducting criminal investigations for a federal, State or local police department that includes some investigations of illegal gambling operations.
Notes:
1. Candidates may substitute thirty credit hours in law enforcement or criminology from an accredited college or university for one year of the required experience.
2. Candidates may substitute one year of experience in maintaining the security of lottery operations and investigating violations of laws and regulations related to lottery activities for the required experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the suing department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
