NATURE OF WORK

A Security Attendant Manager I is one of two levels of managerial work involving the security and care of patients at Maryland Department of Health (MDH) facilities where care is provided to offenders, patients or residents with behavioral health diagnoses who have been judged not criminally responsible for committing felonies; and to those who are too violent for a regular hospital or residential setting and who have been deemed dangerous to themselves or others. Employees in this classification manage the work of Security Attendants through the supervision of Security Attendant Supervisors.

Employees in this classification receive managerial supervision from a Security Attendant Manager II. Employees are assigned to day, evening, night or rotating shifts. Employees are subject to call in during emergencies and staffing shortages. Employees may be required to move and position patients or apply physical restraints.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Security Attendant Manager I is differentiated from Security Attendant Supervisor in that the Security Attendant Manager I has supervisory responsibility for Security Attendant Supervisors and responsibility for the overall operations of an assigned security shift in a maximum security MDH facility while the Security Attendant Supervisor has supervisory responsibility for lower-level Security Attendants in a specific area. The Security Attendant Manager I is differentiated from the Security Attendant Manager II in that the Security Attendant Manager II has complete responsibility for directing all three security shifts in a maximum security MDH facility.

EXAMPLES OF WORK

Directs the work of Security Attendant Supervisors on an assigned shift;

Briefs subordinate supervisory staff on changes in security procedures and regulations, activities and incidents from prior shifts, staffing and personnel changes.

Coordinates and supervises the inspection and search of patients, visitors, wards, grounds, work locations and other areas for unauthorized objects or materials;

Assists in developing security procedures;

Ensures that all posts are properly covered and evaluates the performance of Security Attendants;

Schedules and assigns escort services for the proper transportation of patients;

Assists in compiling the budget and managing expenditures;

Completes requisitions for supply needs;

Counsels staff on violations of rules and regulations and when necessary recommends disciplinary actions;

Participates in staff interviews;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the control and movement of individuals and groups of patients committed to a maximum security MDH facility;

Knowledge of MDH facility policies and security measures;

Knowledge of the institution's structure and design relating to the safety and custody of patients and personnel;

Knowledge of first aid practices;

Knowledge of patients' emotional disturbances and related behaviors;

Knowledge of the principles and practices of supervision;

Ability to train and supervise employees, make their assignments and evaluate their performance;

Ability to direct inspections, searches and rounds;

Ability to use restraining devices as necessary;

Ability to control individuals or groups and remain calm in stressful situations, responding in an appropriate manner according to prescribed rules and procedures;

Ability to work in cooperation with various personnel in carrying out security functions;

Ability to effectively communicate with visitors, patients, other Security Attendants and institutional staff;

Ability to prepare concise and accurate reports of events and situations.

MINIMUM QUALIFICATIONS

Education:   High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: Four years of experience providing security to patients or inmates or youths committed by courts to psychiatric hospitals, correctional facilities or juvenile detention centers, one year of which must have been in a position that included supervisory responsibility.

Notes:

1. The above educational requirement is set by the Police and Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Correctional Officer/Specialist classifications or Internment/Resettlement Specialist and Correctional specialty codes in the security field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a Correctional Officer during their probationary period, (Article 41, Section 4 301). Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship or Resident Alien status

Must be at least 21 years of age

A completed background investigation

Oral interview

Physical examination.

2. Employees in this classification are subject to call 24 hours a day and, therefore, must have a telephone at their place of residence.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
