A Police Chief DGS is the highest level of managerial law enforcement work at the Annapolis and Baltimore Office Complexes and other State facilities operated by the Department of General Services. Employees in this classification directly supervise Police Chiefs II and through them indirectly supervise Police Officer Managers, Police Officer Supervisors, Police Officers and other security personnel.
Employees in this classification receive managerial supervision from the Secretary of the Department. Employees may be subject to call-in duty during emergencies and staffing shortages.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Establishes and provides the administrative direction and support necessary to achieve the department’s mission and goals;
Plans and develops short and long range goals for the administration of the police force;
Develops and coordinates budget preparation and expenditures; (annual operating budget to include personnel and equipment required);
Develops and enforces policies and procedures (Security Manual, etc.);
Directs the supervision and enforcement of laws, rules and regulations governing the use and protection of State properties, employees and the public;
Develops, revises and implements new law enforcement duties and procedures;
Directs all major investigations including complaints regarding police officer and other security staff;
Directs and coordinates internal investigations and prosecution of security violators in accordance with applicable procedures and the Law Enforcement Officers’ Bill of Rights (L.E.O.B.R.);
Ensures that employee performance evaluations of division staff are current and accurate;
Coordinates staffing of all security posts;
Performs other related duties.
1. Employees in this classification must possess a Police Officer certification as required by the Maryland Police Training Commission at the time of application.
2. Applicants for this classification, formerly certified by the Maryland Police Training Commission as a Police Officer within the past three years and are eligible for recertification at the time of appointment, meet the certification requirement for this classification. The recertification criteria are listed in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01, available at the Maryland Police Training Commission.
3. Employees in this classification will be required to possess or obtain a special police commission in accordance with Public Safety Article, Section 3-209, Annotated Code of Maryland.
1. Selection standards for Police Officer certification are established by the Maryland Police Training Commission in accordance with Public Safety Article, Section 3-207, Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following:
U. S. Citizenship
Must be at least 21 years of age
Satisfactory background investigation, including a check of criminal history
Oral interview
Physical examination
Possession of a driver's license valid in the State of Maryland.
2. Employees in this classification are subject to call-in on a 24-hour basis and must provide a telephone number where they can be reached.
3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis, as required by the Maryland Police Training Commission.
4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, 12.04.01 and the Maryland Police Training Commission General Regulation 17.04.09, Testing for Illegal Use of Drugs.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
