NATURE OF WORK

A Community Health Nurse Supervisor is the supervisory level of work providing direct nursing care to patients in various community settings and local health department clinics.  Employees in this classification supervise lower-level Community Health Nurses and other health care staff.

Employees in this classification receive general supervision from a higher-level Community Health Nurse.  Employees may be subject to call-in and overtime based on staffing needs.  The work may be performed at patients’ homes, schools and other community settings where travel is required and the environment is often unpredictable.  Employees are required to observe infection control precautions in order to prevent contamination and spread of disease.  The work may require lifting and positioning nonambulatory patients and lifting wheelchairs and other heavy equipment.  The work may require long periods of standing, walking, bending and reaching.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The Community Health Nurse Supervisor is differentiated from the Community Health Nurse II in that the Community Health Nurse Supervisor II does not has supervisory responsibility for lower-level Community Health Nurses while the Community Health Nurse II performs the full range of duties and responsibilities under general supervision.  The Community Health Supervisor is differentiated from the Community Health Program Supervisor in that the Community Health Program Supervisor has supervisory responsibility for lower-level Community Health Nurses and responsibility for planning, developing and administering a nursing service program, such as Child Health, Maternal Health or Home Health.

EXAMPLES OF WORK

Plans, schedules, assigns and reviews the work of Community Health Nurses and other assigned health care staff;

Hires, trains and evaluates Community Health Nurses and other assigned health care staff;

Makes assignments according to the level of preparation of staff and the needs of the designated area;

Prepares reports, develops procedures and conducts analyses of nursing services;

Provides community health nursing services to individuals, families and the community;

Works with professionals from other disciplines to plan and implement nursing services for health programs in schools, day care centers, clinics and other settings;

Participates in identifying community health needs and developing alternative solutions using health department and community resources;

Assesses the current health status of the patient, identifies nursing needs and develops and implements a plan of patient care in conjunction with other members of the health team and the patient;

Evaluates the effectiveness of the nursing interventions and revises the plan as necessary;

Records and reports health status of patients, treatments administered, and other appropriate information;

Compiles, analyzes and reports statistics and participates in nursing research;

Participates in educational process for health services students;

Coordinates and participates in the investigation of communicable diseases;

Educates and assists patients in understanding present health status, developing self-care measures and improving and maintaining maximum health care status;

Provides counseling, guidance, and education necessary in the treatment of physical, mental, and emotional health problems;

Provides appropriate referrals to a variety of community resources;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of community health nursing;

Knowledge of the theory of community health nursing practice;

Knowledge of the nursing process;

Knowledge of the programs and resources of State, local and federal agencies concerned with community health nursing;

Skill in the application of the nursing process and performing nursing procedures;

Skill in measuring the effects of nursing intervention and observing and reporting the effects of nursing measures;

Skill in providing accurate nursing documentation and record keeping;

Skill in assessing physical, emotional and social needs of patients;

Skill in developing a plan of care for the patient;

Ability to communicate effectively with patients, families, caregivers, co-workers, the general public and personnel of other agencies;

Ability to assess use of nursing services;

Ability to supervise professional nursing staff and other health care staff;

Ability to interpret and explain program policies and procedures to health care providers and the public.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in nursing from an accredited college or university.

Experience: One year of experience as a Community Health Nurse.

Notes:

1. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and one year of experience as a Registered Nurse for the required education.

2. Candidates may substitute two years of experience as a Registered Nurse for the required education.

3. Candidates may substitute a Master’s degree in nursing or related field from an accredited college or university for the required education and experience.

4. Candidates may substitute one year of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a registered nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification will be required to provide the facility with a telephone number at which they can be reached.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  This classification is supervisory and exempt from bargaining. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt collective bargaining and all positions in those agencies are excluded from collective bargaining.
