A Community Health Assistant Director of Nursing is the managerial level of work in the provision of community health nursing services for a local health department, in the Maryland Department of Health (MDH) with authority and responsibility delegated from the Community Health Director of Nursing for planning, developing and implementing assigned nursing programs. Employees in this classification have supervisory responsibility for subordinate supervisors, such as Community Health Nurse Managers and through them Community Health Nurse Supervisors.
Employees in this classification receive managerial level supervision from a Community Health Director of Nursing II. Clinical consultation on nursing practices may be obtained from headquarters consultants in the Maryland Department of Health.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.
A Community Health Assistant Director of Nursing is differentiated from a Community Health Nurse Manager in that the Community Health Assistant Director of Nursing has supervisory responsibility for Community Health Nurse Managers and is responsible for nursing services in the absence of the Community Health Director of Nursing while the Community Health Nurse Manager administers a major nursing services program or programs and has supervisory responsibility for Community Health Nurse Program Supervisors. A Community Health Assistant Director of Nursing is differentiated from a Community Health Director of Nursing II in that the Community Health Director of Nursing II has supervisory responsibility for Community Health Assistant Directors of Nursing, Community Health Nurse Program Managers and overall responsibility for all nursing and personal health services in a local health department.
Develops, plans, implements and evaluates nursing services as delegated by the Community Health Director of Nursing;
Participates in budget planning, preparation and monitoring;
Develops, revises and implements policies and procedures;
Organizes, directs, supervises and evaluates personnel and services as assigned;
Assures quality of nursing services;
Develops staff capabilities to implement agency programs;
Participates with community health, welfare and educational institutions in planning continuity of patient services;
Represents nursing services on appropriate agency and statewide committees;
Informs the Community Health Director of Nursing of the status of nursing services and analyzes requirements for improving nursing services as necessary;
Assumes responsibility for nursing services in the absence of the Director;
Participates in nursing research;
Participates in the educational experience of other health professionals;
Performs other related duties.
Knowledge of the principles and practices of nursing administration;

Knowledge of federal, State and local laws and regulations pertaining to nursing;
Ability to plan, organize and direct nursing services;

Education: A Master’s degree in nursing or a related field from an accredited college or university.
Experience: Three years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity or two years of experience as a Community Health Nurse and two years of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse.
Notes:
1. Candidates may substitute a Bachelor’s degree in nursing or a related field and four years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity for the required education and experience.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.
1. Employees in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4201 Patterson Avenue, Baltimore, Maryland 21215.
2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.
1. Employees in some positions in this classification are assigned duties which will require examination by a physician. After an offer of employment applicants for such positions will be given a medical examination to certify the ability to perform essential job functions.
2. Employees in this classification may be required to provide the facility with a telephone number at which they can be reached.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). This classification is supervisory and exempt from bargaining. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt collective bargaining and all positions in those agencies are excluded from collective bargaining.
