Employment and Training Office Manager I IV is the managerial level of work directing Job Service and Unemployment Insurance programs in a local office. Employees in this classification supervise UI Specialist Supervisors, Job Service Specialist Supervisors and other local office staff.
Employees in this classification receive managerial supervision from executive level administrators within the Division of Employment and Training.
Position allocation is determined on the basis of relative job evaluations among similarly functioning positions. The job evaluation factors include: staff size, workload and special areas.
Plans, coordinates, and supervises activities of a local office in providing Job Service and Unemployment Insurance services to clients;
Investigates operational problems and develops new or modifies existing operating procedures;
Organizes and assigns the work in a local office to meet federal and departmental standards;
Evaluates the work of subordinate staff;
Provides on the job training to staff; Interprets departmental policies and explains policies to staff, applicants, claimants, employers, and the general public;
Prepares statistical and narrative reports on Job Service or Unemployment Insurance issues and activities;
Coordinates local office activities with other departments such as: Social Services, Service Delivery areas, Vocational Rehabilitation and Education; Represents the Department of Economic and Employment Development, attends meetings with community organizations, business and industrial associations, and labor union and trade associations to promote local office services;
Visits employers to promote the use of Job Service and Unemployment Insurance services;
Prepares Job Service component plans and non financial agreements with Service Delivery areas;
Studies employment trends and the social, business, industrial, and economic conditions affecting employment opportunities and develops relevant action plans for the local office area;
Performs other related duties.
Education: A bachelor's degree from an accredited college or university.
Experience: One year of experience supervising employees engaged in examining, developing, investigating and adjudicating claims for unemployment insurance benefits or performing vocational counseling and placement or performing job development and referral services.
Note: Additional experience examining, developing, investigating and adjudicating claims for unemployment insurance benefits or performing vocational counseling and placement or performing job development and referral services may be substituted on a year for year basis for the required education.
