An Emergency Medical Services (EMS) Manager, Ambulance Program is the managerial level of work directing the State Office of Commercial Ambulance Licensing and Regulation which requires commercial ambulance services to be licensed and in addition each vehicle must be licensed by the Maryland Institute for Emergency Medical Services Systems and mechanically inspected by a licensed State inspection station. The employee in this classification directs the program and supervises assigned staff.
The employee in this classification receives managerial supervision from the Emergency Medical Services Director of Field Operations. The employee in this classification may be subject to 24-hour on call duty and may travel throughout the State as well as adjacent states where licensees doing business in Maryland may be based.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Develops internal policies and procedures relating to the operation of the State Office of Commercial Ambulance Licensing and Regulation;
Plans, implements, and oversees the statewide ambulance licensing program;
Trains personnel and oversees activities of personnel who process applications and conduct inspections, investigations, and routine compliance checks;
Develops and revises regulations for the periodic licensing of ambulance services operating within the State;
Develops and submits a balanced annual budget based on licensing fee revenue projections and reviews and authorizes all expenditures relating to the licensing program;
Confers with the Office of the Attorney General, the Office of Administrative Hearings, and the various State’s Attorneys in the enforcement of the regulations and in preparation for administrative hearings and judicial proceedings;
Meets with groups and individuals representing the commercial ambulance industry, with end-users of ambulance services, with payors for ambulance services, and with licensing offices in adjacent States;
Maintains statistics related to the licensing program, tracks actual performance relative to performance objectives, and prepares an annual report of ambulance service activity, complaints, and enforcement activities;
Maintains liaison with EMS field office departments in parallel or related areas of prefacility and interfacility medical care and transportation;
Develops and maintains operational and financial computer databases relating to the licensing program;
Performs other related duties.
Knowledge of advanced life support services;
Knowledge of management of ambulance service companies;
Knowledge of budget preparation and projection of programmatic costs;
Ability to manage a programmatic budget based upon projected income;
Ability to use and develop operational and financial databases;
Ability to develop and implement policies and procedures required for the management of the State Office of Commercial Ambulance Licensing and Regulation;
Ability to develop and enforce regulations subject to administrative hearings and judicial proceeding;
Ability to deal effectively with the commercial ambulance industry, users of ambulance services and other licensing offices.
Experience: Eight years of supervisory or administrative experience in emergency medical services, public safety, law enforcement or licensing activity.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and four years of supervisory or administrative experience in emergency medical services, public safety, law enforcement or licensing activity for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Medical or Military Police classifications or Medical or Military Police specialty codes in the emergency medical services, public safety, or law enforcement field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
