An Emergency Medical Services (EMS) Chief of Regional Programs coordinates emergency medical services regional offices and supervises Emergency Medical Services Regional Administrators.
Employees in this classification receive executive direction from the Director of Maryland Institute for Emergency Medical Services Systems. Employees are on call on a 24-hour basis. The work requires travel to regional offices and to emergency sites throughout the State.

The Emergency Medical Services Chief of Regional Programs is differentiated from the Emergency Medical Services Regional Administrator in that the Emergency Medical Services Chief of Regional Programs has statewide responsibilities and has supervisory responsibility for Emergency Medical Services Regional Administrators while the Emergency Medical Services Regional Administrator has responsibility for one region of the State and has supervisory responsibility for Emergency Medical Services Associate Regional Administrators.
Manages the regional operations of the Maryland Institute for Emergency Medical Services Systems;
Provides supervision to the Emergency Medical Services Regional Administrators;
Reviews fiscal needs of regional operations, prepares the statewide budget, and controls expenditures;
Seeks out sources of grant money and administers the grants statewide;
Develops and implements policies, procedures and standards for regional operations;
Plans and coordinates training and continuing education for regional staff;
Reviews field reports and current technical information related to emergency medical services;
Develops reports summarizing regional operations;
Serves on committees both within the agency and with outside groups for the purpose of coordinating efforts and improving operations;
Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
