An Emergency Medical Services (EMS) Regional Administrator coordinates emergency medical services, serves as a liaison between emergency medical service providers and central offices, and administers emergency medical services training programs in an assigned region of Maryland Institute for Emergency Medical Services Systems. Employees in this classification may supervise administrative staff.
Employees in this classification receive managerial direction from the Emergency Medical Services Chief of Regional Programs. Employees are on call on a 24‑hour basis and may be required to work evenings and weekends. Work is performed from a regional office but the work requires travel throughout the region.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Emergency Medical Services Regional Administrator is differentiated from Emergency Medical Services Associate Regional Administrator in that the Emergency Medical Services Regional Administrator provides direction for the regional office operations and has supervisory responsibility for Emergency Medical Services Associate Regional Administrators while the Emergency Medical Services Associate Regional Administrator assists the Emergency Medical Services Regional Administrator in coordinating Emergency Medical Services (EMS) activities in assigned region. The Emergency Medical Services Regional Administrator is differentiated from the Emergency Medical Services Chief of Regional Programs in that the Emergency Medical Services Chief of Regional Programs has statewide responsibilities and has supervisory responsibility for Emergency Medical Services Regional Administrators.
Coordinates Emergency Medical Services activities in an assigned region with ambulance/fire/rescue services, law enforcement agencies, hospitals, trauma centers, and other emergency medical services providers;
Plans, organizes and conducts training and educational programs for EMS personnel in the region;
Coordinates certification and recertification of EMS personnel;
Provides administrative staff support to the Regional Advisory Council in continually evaluating prehospital care and improving regional EMS services;
Acts as a troubleshooter for complaints received from the general public, from EMS providers, from hospitals, or from local governments;
Contacts emergency medical services administrators in adjoining States to address interstate operational issues;
Makes recommendations to local EMS agencies regarding system design and quality improvement;
Meets with elected or appointed officials to enlist support and improve the delivery of EMS services in the region;
Makes public presentations and develops community support for the EMS system;
Coordinates ambulance inspections in accordance with the Maryland Voluntary Inspection Program;
Uses an automated management information system for administrative purposes and in order to maintain an up to date view of the status of the EMS system;
Administers various grant programs for the region;
Responds as necessary to disaster/mass casualty incidents according to the MIEMSS Emergency Medical Services Field Operations Disaster Plan;
Acts as administrative coordinator for Critical Incident Stress Debriefing Teams;
May serve on committees that examine and evaluate performance after critical incidents in order to make improvements to the EMS system;
Performs other related duties.
Knowledge of EMS protocols, practices and procedures;
Knowledge of EMS systems and operations;
Knowledge of administrative methods and procedures;
Knowledge of computer hardware and software sufficient to operate and maintain an automated management information system;
Ability to communicate with and maintain good working relationships with hospital administrators, ambulance/fire/rescue service personnel, law enforcement officials, public officials, and other interested parties;
Ability to exercise judgment and discretion when interpreting policies and procedures;
Ability to exercise tact in emergency situations;
Ability to speak before groups and to the media.
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of administrative experience in a health, emergency medical services, public administration, public safety or related field.

1. Candidates may substitute additional administrative experience in a health, emergency medical services, public administration, public safety or related field on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Disaster Preparedness classifications or Emergency Management specialty codes in the Emergency Preparedness field of work on a year-for-year basis for the required experience and education.
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification who do not possess an Advanced Emergency Medical Technician (AEMT) certification must successfully complete the AEMT course within one year of appointment. Employees must maintain the certification as required by the Maryland Institute for Emergency Medical Services.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
