NATURE OF WORK

An Emergency Medical Services (EMS) Associate Regional Administrator provides assistance to an Emergency Medical Services Regional Administrator in coordinating emergency medical services and administering emergency medical services training programs in an assigned region of Maryland Institute for Emergency Medical Services Systems.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from an Emergency Medical Services Regional Administrator.  Employees are on call on a 24‑hour basis and may be required to work evenings and weekends.  Work is performed from a regional office but the work requires travel throughout the region.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Emergency Medical Services Associate Regional Administrator is distinguished from the Emergency Medical Services Regional Administrator in that the Emergency Medical Services Associate Regional Administrator assists the Emergency Medical Services Regional Administrator in coordinating Emergency Medical Services (EMS) activities in assigned region, while the Emergency Medical Services Regional Administrator has complete regional responsibility and supervises Emergency Medical Services Associate Regional Administrators.

EXAMPLES OF WORK

Assists in coordinating Emergency Medical Services activities in an assigned region with ambulance/fire/rescue services, law enforcement agencies, hospitals, trauma centers, and other emergency medical services providers;

Plans, organizes and conducts training and educational programs for EMS personnel in the region;

Coordinates certification and recertification of EMS personnel;

Assists in providing administrative staff support to the Regional Advisory Council in continually evaluating prehospital care and improving regional EMS services;

Assists in acting as a troubleshooter for complaints received from the general public, from EMS providers, from hospitals, or from local governments;

Assists in making recommendations to local EMS agencies regarding system design and quality improvement;

Assists in meetings with elected or appointed officials to enlist support and improve the delivery of EMS services in the region;

Makes public presentations and assists in developing community support for the EMS system;

Assists in coordinating ambulance inspections in accordance with the Maryland Voluntary Inspection Program;

Uses an automated management information system for administrative purposes and in order to maintain an up to date view of the status of the EMS system;

Assists in administering various grant programs for the region;

Develops and manages budgets for special programs, such as educational conferences and award receptions;

Responds as necessary to disaster/mass casualty incidents according to the MIEMSS Emergency Medical Services Field Operations Disaster Plan;

Assists in acting as administrative coordinator for Critical Incident Stress Debriefing Teams;

May serve on committees that examine and evaluate performance after critical incidents in order to make improvements to the EMS system;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of EMS protocols, practices and procedures;

Knowledge of EMS systems and operations;

Knowledge of administrative methods and procedures;

Knowledge of computer hardware and software sufficient to operate and maintain an automated management information system;

Ability to communicate with and maintain good working relationships with hospital administrators, ambulance/fire/rescue service personnel, law enforcement officials, public officials, and other interested parties;

Ability to exercise judgment and discretion when interpreting policies and procedures;

Ability to exercise tact in emergency situations;

Ability to speak before groups and to the media.

MINIMUM QUALIFICATIONS

Experience: Six years of administrative experience in a health, emergency medical services, public administration, public safety or related field.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in a health, emergency medical services, public administration, public safety or related field for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Emergency Management classifications or Emergency Management specialty codes in the Emergency Management field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification must possess a Maryland Emergency Medical Technician (EMT) certification, a Cardiac Rescue Technician (CRT) certification or a Paramedic certification or obtain one of the above certifications within one year of appointment.  Employees must maintain the certification as required by the Maryland Institute for Emergency Medical Services.

SPECIAL REQUIREMENTS

Employees in this classification may be required to provide the agency with a telephone number at which they can be reached.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
