An Emergency Medical Services (EMS) Nursing Program Consultant/Administrator Supervisor is the supervisory administrative level of nursing work providing consultation and direction in the development, utilization and implementation of emergency services to health providers in local health departments, acute care hospitals, emergency departments, Intensive Care Units (ICUs), rehabilitation centers, mental health facilities, private and public agencies, and State departments. The employee in this classification supervises lower-level Emergency Medical Services Nursing Program Consultants/Administrators and clerical staff.
The employee in this classification receives managerial supervision from an Emergency Medical Services medical administrator.

The Emergency Medical Services Nursing Program Consultant/Administrator is differentiated from the Emergency Medical Services Nursing Program Consultant/ Administrator Supervisor in that the Emergency Medical Services Consultant/Administrator directs a specialized statewide EMS program providing training and technical guidance and performs the full range of duties and responsibilities under general supervision while the Emergency Medical Services Nursing Program Consultant/Administrator Supervisor directs a specialized program and has supervisory responsibility for lower-level Emergency Medical Services Nursing Program Consultants/Administrators and the staff and the total EMS Nursing Program for the Maryland Institute for Emergency Medical Services Systems.
Identifies the needs, develops programs and monitors the provision of EMS nursing education and training services for the Statewide EMS program;
Functions as the departmental expert concerning the EMS nursing services and provides advice and guidance to subordinate staff who work with local health administrations, State health facilities, administrators of public and private facilities and other health care personnel;
Develops and implements policies, procedures, guidelines and standards for delivery of care for the EMS nursing program based upon an understanding of the overall mission, rules, regulations and parameters of the program;
Provides consultation, direction and education to administrators and staff of acute care hospitals, emergency departments, ICU units, rehabilitation centers, mental health agencies, local health departments, other health care facilities, and public and private agencies concerning EMS program implementation and operation based upon knowledge of the overall EMS nursing service program in conjunction with knowledge of staffing patterns and operational practices;
Advises local health departments, institutions, and other health care operations as to the appropriate means of obtaining funding by being cognizant of State, federal and other funding sources which affect the emergency nursing service program;
Contacts directors of similar or related EMS programs in order to coordinate the provision of combined EMS health care;
Collects and analyzes data and prepares reports concerning EMS nursing services;
Advises directors of nursing and other health care administrators of the possible utilization and roles of nurses and pre-hospital providers;
Assesses current EMS operations in order to determine and recommend specific training and educational initiatives to be undertaken;
Acts as a consultant for the establishment of programs in EMS facilities;
Participates in regional, national and international EMS councils;
Acts as liaison between regional and State level EMS providers;
Conducts research on current EMS nursing issues and trends which affect EMS nursing and prepares advisory reports;
Plans, implements and monitors a comprehensive quality assurance program;
Reviews hospital staffing needs for nursing and EMS care providers to determine adequacy of staff size and may recommend corrective measures;
Assumes direct responsibility for special EMS nursing programs;
Monitors statewide training contracts and assist staff in training development;
Supervises professional and support staff;
Reviews and analyzes proposed legislation and regulations and the impact on EMS nursing in order to advise and make recommendations to executive staff;
Teaches and accredits nurses, residents, interns, physicians and pre-hospital providers in emergency and critical care practice;
Performs other related duties.
Knowledge of the current laws and regulations which pertain to EMS nursing;
Knowledge of the principles, practices, theories and processes of nursing and EMS;
Knowledge of the methods of adult education;
Knowledge of hospital and community health administration as it affects nursing and nursing education;
Ability to understand, interpret and apply laws, rules and regulations governing medical programs and nursing services;
Ability to evaluate the curricula of professional nursing programs;
Ability to prepare clear and concise evaluations and reports;
Ability to supervise and train professional personnel and support staff;
Ability to establish and maintain good public relations with officials and administrators.
Education: A Master’s degree in nursing or a health-related field from an accredited college or university.
Experience: Three years nursing experience in an emergency medical services program in an administrative, supervisory, consultant or teaching capacity.

1. Candidates may substitute the possession of a Bachelor’s degree in nursing or a health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Emergency Nursing classifications or Emergency Nursing and Hospital Administration specialty codes in the emergency medical service nursing field of work on a year-for-year basis for the required experience.

Candidates for a position in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.
2. Employees in this classification may be assigned duties which require operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
