NATURE OF WORK

An Emergency Medical Services (EMS) Training Specialist III is the advanced level of work developing, implementing, coordinating and conducting training and testing activities for the certification of providers of emergency medical services.  Employees in this classification may provide technical advice and guidance to lower- level Emergency Medical Services Training Specialists and emergency medical services instructors.

Employees in this classification receive general supervision from the Director of Emergency Medical Services Field Operations.  Employees may be required to work evenings and weekends and are subject to call-in to provide assistance during emergency medical situations.  The work requires travel throughout the State and is primarily performed indoors but on occasion the work is performed outdoors at the scene of a medical emergency.  When called to the scene of an emergency the work may require the use of protective clothing, gloves and respirators and employees are required to observe infection control precautions in order to prevent contamination and spread of disease.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Emergency Medical Services Training Specialist III is differentiated from the Emergency Medical Services Training Specialist II in that the Emergency Medical Services Training Specialist III performs advanced level training and testing responsibilities requiring additional technical training while the Emergency Medical Services Training Specialist II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Oversees emergency medical services training and certification activities involving fundamental, specialized and optional courses in the Basic Life Support, Advanced Life Support and Continuing Education programs;

Develops and implements specialized training to address the unique emergency medical situations encountered by State, federal and private sector organizations such as the Maryland State Police Aviation Division and Army Special Operations;

Develops and implements optional training curriculum for the Basic Life Support, Advanced Life Support and the Continuing Education programs;

Develops and adapts Basic Life Support and Advanced Life Support curriculum to adhere to the National Curriculum for PreHospital Care Providers;

Designs and implements written and practical Emergency Medical Services Provider certification examinations;

Reviews emergency medical services training programs developed by other states, the American Red Cross and other similar organizations to assess the quality and effectiveness of the programs and recommend inclusion or exclusion in Maryland’s emergency medical services training program;

Participates in the development and revision of Maryland Basic Life Support Guidelines and Maryland Medical Protocols for EMS Providers;

Schedules, administers and grades Emergency Medical Services Provider certification examinations;

Conducts fundamental, specialized and optional emergency medical services provider training throughout the State;

Assists in the preparation of memorandum of understanding between Maryland Institute of Emergency Medical Services and various State, local, federal and private sector organizations regarding specialized and optional training agreements;

Audits emergency medical services provider training conducted by others to assess the quality and effectiveness of the training;

Responds to emergency medical situations on an as needed basis as a certified Emergency Medical Services Provider;

Serves on various teams and committees such as the National Disaster Medical Assistance Team, the Maryland Rapid Response Team and the Critical Incident Stress Debriefing Team;

Assists in the development and implementation of policies, procedures, standards and guidelines for emergency medical services training programs;

May represent the State at the annual meeting of the National Registry of Emergency Medical Services - Paramedics and participate in the development of the National Paramedic certification examination;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of emergency medical services provider training and certification programs including the Basic Life Support Program, Advanced Life Support Program and Continuing Education Program;

Knowledge of the National Curriculum Standards fro Pre-Hospital Care Providers;

Knowledge of Maryland Medical Basic Life Support Guidelines;

Knowledge of Maryland Medical Protocols for EMS Providers;

Knowledge of the American Heart Association Standards for Basic and Advanced Life Support;

Knowledge of the current practices, procedures and equipment applicable to emergency medical care; Knowledge of training methods;

Knowledge of test development methods;

Knowledge of medical terminology;

Skill in conducting training courses in emergency medical services;

Skill in administration and grading of practical examinations for the certification of Emergency Medical Services Providers;

Skill in administering emergency medical services provider care in accordance with certification level;

Ability to develop and modify curriculum for fundamental, specialized and optional emergency medical services provider training;

 Ability to assess training developed and conducted by others to determine effectiveness and adherence to emergency medical services guidelines and protocols;

Ability to provide technical guidance to training staff, instructors and officials from public and private sector organizations involved in the emergency medical services system;

Ability to communicate effectively;

Ability to maintain harmonious working relationships with officials in the private sector and in State, federal and local government.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience developing, implementing and conducting training and testing for the certification of providers of emergency medical services and an additional four years of experience as a Certified Emergency Medical Services Provider, Certified Emergency Medical Services Instructor or Emergency Medical Services Test Evaluator.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience developing, implementing and conducting training and testing for the certification of providers of emergency medical services for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Emergency Management classifications or Emergency Management specialty codes in the Emergency Management field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification are required to possess current certifications as an Advanced Life Support Emergency Medical Services Provider and Emergency Medical Services Instructor.

2. Employees in this classification are required to maintain current certification as an Advanced Life Support Emergency Medical Services Provider and Emergency Medical Services Instructor.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
